HIPAA and Confidentiality Requirement
Laws controlling the privacy of, access to, and maintenance of confidential information include, but are not limited to, the federal Health Insurance Portability and Accountability Act of 1996 (HIPAA), the Health Information Technology for Economic and Clinical Health Act (HITECH), and the HIPAA Final Omnibus Rule. These and other laws apply whether the information is
held in electronic or any other format, and whether the information is used or disclosed orally, in writing, or electronically.
"Confidential Information" includes information that identifies or describes an individual, the unauthorized disclosure of which would constitute an unwarranted invasion of personal privacy. Examples of confidential patient and STEEMCC business information include home address, telephone number, medical information, date of birth, citizenship, social security number,
spouse/partner/relative names, income tax withholding data, performance evaluations, proprietary/trade secret information, and peer review/risk management information and activities.
"Medical Information" includes the following no matter where it is stored and no matter the format: medical and psychiatric records, photos, videotapes, diagnostic and therapeutic reports, x-rays, scans, laboratory and pathology samples, patient business records (such as bills for service or insurance information), visual observation of patients receiving medical care or
accessing services, and verbal information provided by or about a patient. Medical information, including Protected Health Information (PHI), is maintained to serve the patient, health care providers, health care research, and to conform to regulatory requirements.
Unauthorized use, disclosure, viewing of, or access to confidential information in violation of local and/or federal laws may result in personal fines, civil liability, licensure sanctions and l or criminal penalties.
General Description of the Position:
In support of the above mission, performs all duties related to the administration of the day-to- day operations of human resources functions and duties. The HR Coordinator carries out responsibilities in employee relations, training and development, benefits, compensation, organization development, recruiting, and employment.
Supervision Received: Reports directly to Executive Assistant for Policy and Administration.

Typical Physical Demands: This position requires the following physical demands: Sitting for long periods of time, also stooping, bending, and stretching for files and supplies. Occasionally must lift cartons weighing up to 30 pounds. Requires manual dexterity sufficient to operate a computer keyboard, telephone set, copier, facsimile, and calculator. Vision must be correctable to 20/20 and hearing within normal range to accommodate telephone contacts. Human resources positions can be very stressful because it is a multi-tasking environment with considerable direct patient and employee contact.
Typical Working Conditions: Work is performed in a medical practice environment with frequent contact with patients and staff. Interaction with patients and staff is constant and interruptive. Contact involves dealing with well, ill, and handicapped patients and exposure to airborne pathogens. This is NOT an OSHA high risk position because of exposure to blood-
borne pathogens mandating the use of universal precautions.
Essential Functions Against Which Position Incumbent Will Be Evaluated:
- Contributes to supporting the mission of STEEMCC by ensuring that quality patient care is provided in each patient contact and during each clinical encounter.
- Assists with the day-to-day efficient operation of the HR function.
- Processes and accounts for vacation accrual using Excel Spreadsheet, files leave slips.
- Matches and files payroll documentation, forwarding as appropriate to the Payroll Department.
- Prepares reports for the USVI Department of Labor, National Association of Community Health centers, and OSHA.
- Provides inputs to the USVI GERS (retirement system).
- Maintains employee personnel records, physician and other contract employee files, files documents and correspondence as appropriate.
- Assists with credentialing and recruiting of providers.
- Recruits for open non-exempt positions, posts openings with USVI Department of Labor and public media as appropriate.
- Processes applicants for employment, conducts screenings, schedules interviews.
- Assumes responsibility for employee relations, enrolls new and established employees in benefit plans as appropriate.
- Provides employee orientation, development, and training logistics and record keeping.
Performance Requirements: Skilled in telephone tasking, computer access and management, filing, interpersonal contact with providers, other staff, applicants for employment, and patients. Must be computer literate in Microsoft Word and Excel, highly organized, and able to maintain strict confidence of sensitive employee information
Education: Graduation from high school mandatory, associate degree in business with academic concentration in human resources desirable
Experience: Minimum of two years in a human resources office environment
Licensure/Certificate: None
Alternative To Minimal Qualifications: Formal educational experience can substitute for the experience on a case-by-case basis.
