About Alpenglow Homecare LLC

Alpenglow Homecare is a fast-growing, family-owned homecare agency founded from personal experience with a child’s medical needs. We specialize in non-medical (unskilled) personal care and community living supports for Michigan Medicaid participants, empowering individuals with disabilities, chronic conditions, and long-term support needs to live independently at home with dignity and choice. We proudly participate in the Home Help Program (State Plan personal care – both individual self-directed and agency provider models), MI Choice Waiver, Habilitation Supports Waiver (HSW), and related self-determination / fiscal intermediary options. We do not provide skilled nursing, therapy, or other clinical home health services. Our compassionate team supports family caregivers and participants with flexible, culturally sensitive care that prioritizes autonomy, person-centered planning, and excellence in service delivery. We are building and scaling our presence in the Detroit market from our Troy office.

Position Summary

The Executive Director provides overall market leadership and strategic direction for Alpenglow Homecare’s Michigan operations, with primary emphasis on the Detroit / southeast Michigan market and a focused emphasis on non-medical personal care and community living supports under Michigan Medicaid programs (Home Help as the core State Plan service line, plus the MI Choice and Habilitation Supports Waiver HCBS programs). This role drives business growth, maximizes authorized personal care and community living support hours, ensures high client and caregiver satisfaction and retention, maintains full compliance with Michigan Medicaid, MDHHS, PIHP/CMHSP, and related requirements, and builds a high-performing operational infrastructure. The ED oversees day-to-day and strategic management of Home Help Program services while expanding participation in MI Choice Waiver, Habilitation Supports Waiver (HSW)/developmental disabilities services, and community living supports (CLS). The position partners closely with recruiting, operations, and leadership teams to scale census, utilization, and profitability in a fast-paced, regulated environment. Significant travel within the Detroit market and surrounding southeast Michigan territory is required (typically 40–60%).

Essential Functions

Provide visionary leadership and execute a strategic growth plan focused on increasing census, authorized hours utilization, caregiver recruitment/retention, and market share in Michigan Medicaid non-medical personal care and community living support programs, especially Home Help.
Oversee the annual operating budget, financial performance, payroll/billing accuracy, and key performance indicators (KPIs); report monthly results and action plans to company leadership.
Ensure full compliance with Michigan Medicaid rules, Home Help Program guidelines (individual vs. agency provider models), MI Choice Waiver, HSW, Electronic Visit Verification (EVV), documentation standards, timesheet/authorization management, person-centered planning, and audit readiness with MDHHS, PIHPs/CMHSPs, and other regulators.
Build and maintain strong, collaborative relationships with PIHPs, CMHSPs, Support Coordinators, fiscal intermediaries, Area Agencies on Aging, MDHHS Adult Services, case managers, clients, families, and community stakeholders to drive referrals, reauthorizations, and retention.
Lead recruitment, onboarding, training, and retention strategies for caregivers and office staff; ensure adequate staffing levels, minimize overtime, and maintain high utilization of authorized hours while addressing client needs promptly.
Drive marketing and business development efforts to expand the client base and strengthen the agency’s reputation in the Detroit market.
Establish clear communication channels, promote a culture of accountability, excellence, and person-centered care, and foster professional relationships across departments and external partners.
Participate in company-wide performance improvement, quality assurance, and strategic planning initiatives.
Travel regularly within the Detroit metro and southeast Michigan territory as needed.
Perform other duties as assigned to support operational excellence and growth.

Qualifications

Minimum 5–8+ years of progressive leadership or senior operations experience in Michigan Medicaid homecare or Home and Community-Based Services (HCBS), with direct, hands-on knowledge of the Home Help Program (both individual self-directed and agency provider models).
Proven success in market growth (census, utilization of authorized hours), caregiver recruitment/retention, compliance, and working with PIHPs/CMHSPs, authorizations, care coordination, and audits.
Strong understanding of Michigan Medicaid terminology and systems, including personal care services, nursing facility level of care (NFLOC), person-centered planning, community living supports (CLS), HCBS principles, EVV, and related portals (e.g., MI Login, CHAMPS, PIHP systems).
Experience in non-medical / unskilled homecare or Medicaid personal care / HCBS programs is essential; clinical/skilled home health experience alone is not a substitute.
Demonstrated financial acumen (budgeting, P&L oversight, billing/claims processes) and ability to manage or oversee payroll and authorizations.
Excellent interpersonal, organizational, problem-solving, and leadership skills; ability to work independently while building collaborative teams.
Valid Michigan driver’s license and reliable transportation; ability to travel regularly in the Detroit market from the Troy office.
Commitment to HIPAA compliance, client confidentiality, cultural sensitivity, and high ethical standards.
Experience with MI Choice Waiver, Habilitation Supports Waiver (HSW), developmental disabilities services, self-determination, and fiscal intermediary processes.
Prior success leading or scaling a non-medical homecare agency branch/market in a competitive urban environment such as Detroit.
Familiarity with EMR/EVV systems and Microsoft Office Suite; ability to quickly learn agency-specific tools.
Bachelor’s degree in healthcare administration, business, social work, or related field (Master’s a plus). Home Care Administrator certification or equivalent is advantageous.
