Job Title: Civil Engineer- Residential

The Civil Engineer role at S.C. Swiderski (SCS) plays a critical role in the planning, design, and implementation of civil engineering and site infrastructure for SCS’s single-family and multi-family development projects across Wisconsin. Working as a key member of the Development Department, this position ensures all projects meet company specifications, adhere to state and local codes, and reflect SCS’s vision for high-quality, sustainable communities.

Lead the design and review of civil engineering plans including grading, drainage, stormwater management, utilities, and transportation infrastructure.

Coordinate with consultants, surveyors, municipal staff, and internal teams to ensure timely plan preparation, submission, and approval.

Review all civil-related project deliverables for completeness, accuracy, and compliance with engineering standards.

Prepare, submit, and track essential project permits (NOI, DSPS, municipal).

Draft internal civil design plans at 30%, 60%, 90%, and final stages for development approval and construction use.

Identify potential project risks, create mitigation strategies, and ensure continuous improvement of processes and standards

Participate in public and municipal meetings, representing SCS projects professionally during review and approval processes.

Conduct periodic site visits to monitor progress, verify construction accuracy, and ensure compliance with approved civil plans.

Maintain awareness of evolving codes, best practices, and environmental standards applicable to residential land development.

Ensure documentation and construction practices meet all local, state, and federal regulatory requirements.

Prepare preliminary site cost estimates, grading takeoffs, and utility calculations to support project feasibility and financial planning.

Support the bidding and procurement process by providing technical input and civil scope clarification.

Provide value-engineering recommendations to minimize costs while maintaining design integrity and quality.

Maintain active Wisconsin Professional Engineer (PE) licensure and complete required continuing education.

Mentor Development Team staff, assisting in technical training and interdisciplinary collaboration.

Contribute to the refinement of Development SOPs and design standards.

Hire, onboard, train, and develop team members as organizational needs evolve.

Bachelor’s degree in civil engineering or closely related discipline such as Environmental, Construction, or Transportation Engineering.

Current Professional Engineer (PE) license for the State of Wisconsin.

Additional certifications in Stormwater Management, Erosion Control, or Municipal Engineering are a plus.

Continuing education in site planning, hydrology, and regulatory compliance is encouraged to maintain technical proficiency and licensure.

Membership or participation in professional associations such as ASCE or NSPE is desirable.

Minimum 3–5 years of progressively responsible civil engineering experience with emphasis on residential land development.

Proven track record managing civil engineering components through all stages of development—from due diligence and entitlement through construction and closeout.

Experience preparing and submitting regulatory permits (NOI, DSPS, DNR, DOT, County, and Municipal approvals).

Familiarity with public hearing processes, municipal coordination, and presenting to planning commissions or governing bodies.

Experience coordinating and reviewing consultant work, including surveyors, environmental engineers, and municipal engineers.

Exposure to construction observation or field verification is strongly preferred.

Experience within a design–build or developer-led construction organization is highly desirable.

Strong command of AutoCAD Civil 3D and related drafting, grading, and modeling tools.

Familiarity with GIS applications for site analysis and design support.

Understanding of zoning codes, subdivision ordinances, and land development regulations within Wisconsin municipalities.

Skill in feasibility analysis, balancing design efficiency with development economics.

Competence in risk assessment, value engineering, and constructability reviews.

Strong organizational skills to manage multiple active projects in varying stages of development.

Excellent written and verbal communication, including technical writing and public presentation.

Effective collaborator across Development, Design, Construction, and Property Management teams.

Skilled in conflict resolution, negotiation, and maintaining positive relationships with stakeholders.

Proficiency in Microsoft Office 365; ability to learn project management and document control systems.
The Civil Engineer role at SC Swiderski requires the ability to work 40–45 hours per week, Monday through Friday, with flexibility for occasional evening meetings and travel to development and construction sites statewide.

Ability to sit and use a computer for extended periods.

Ability to traverse uneven terrain, undeveloped land, and active construction sites safely.

Valid driver’s license and reliable transportation for statewide travel.

Must be able to work outdoors in varied Wisconsin weather conditions.

Ability to remain stationary for approximately 70% of the workday.

May be exposed, minimally, to seasonal temperature variations, paint, and sanitation chemicals.
