Full Job Description

JOB SUMMARY

The Human Resources Generalist is responsible for facilitating and coordinating Agency-wide HR functions, including applicant full cycle recruitment, benefits administration, employee relations, safety, workers’ compensation, leaves of absence and other HR supports to assigned strategic business units. This position reports to the Human Resources Manager.

ESSENTIAL DUTIES

Manage full recruitment cycle, from sourcing to onboarding.

Develop, recommend, and implement effective recruitment strategies to meet the Agency’s hiring needs in a timely manner.

Identify future hiring needs and proactively source potential hires. Evaluate resumes and applications, Screen applicants, matching qualifications with the Agency’s needs, including experience, education, training, and skills.

Conduct full interviews and make selection recommendations to hiring managers

Make employment offers and arrange for pre-employment testing, post offer physical and drug test, reference checks and set up third party background checks, adhering to Agency policy.

Coordinate hire date and actively support new employee intake and onboarding activities.

Provide support to assigned strategic business units including, but not limited to, recruitment, onboarding and offboarding, unemployment claims, disciplinary actions, reasonable suspicion testing, LOAs, performance management, pandemic tracking, ensuring compliance with all State and Federal laws and Agency policies and HR best practices.

Assist with marketing of Agency’s benefit programs including medical, dental, vision, 401(k) and notification of eligibility, open enrollment, and benefits reconciliation.

Identify, solicit, build and develop partnerships with reimbursement agencies and volunteer agencies to increase the number of people reflecting Goodwill Mission services.

Support the Agency’s safety program. Instill proper attitudes within the department. Responsible for timely accident reporting, adherence to Agency’s safety policies and procedures, quarterly safety site inspections, OSHA and IIPP compliance. Participation in the Safety Committee meetings.

Accurately communicate and support all Agency policies and procedures. Regular attendance is required to maintain essential functions of the job.

SECONDARY DUTIES

Support mission integration efforts including, ensure timely and accurate record of services provided in compliance with Certification, Agency standards and applicable State and Federal laws.

Perform other duties as assigned by HR Manager, Director of Human Resources or President/CEO.

MINIMUM QUALIFICATIONS

Education required: Bachelor’s degree in human resources management or related field. AA Degree plus, experience may be substituted on a two-year for one-year basis.

Experience required: Three years’ experience as a Human Resources Generalist.

JOB SPECIFICATIONS

Knowledge required: Knowledge of human resources management principles and practices; current State and Federal laws which relate to employment and employee relations; safety, workers’ compensation and OSHA requirements; strong verbal and written communication skills; and general office procedures.

Equipment Used: PC, , copier, telephone and voice-mail systems. Software programs: Microsoft Word, Excel, PowerPoint, Outlook and HRIS systems.

Ability to maintain a high level of confidentiality. Ability to foster good employee relations.

Ability to work with diverse populations.

Ability to combine pieces of information to form conclusions and make sound decisions. Ability to communicate with various levels of staff and community resources.

Ability to speak and write effectively and have strong interpersonal skills. Ability to travel to off-site locations.

Ability to work as a team member.

Ability to work independently with a minimum of supervision.

EMOTIONAL EFFORT

This position requires excellent ability to problem solve, prioritize multiple work assignments, and work well under pressure. Heavy emotional effort involved with interactions with customers (external and internal).

LICENSES/INSURANCE/TRANSPORTATION

Must possess a valid California driver’s license, proof of insurance, and have access to reliable transportation.

JOB SETTING

In-house: Excellent environmental conditions, thermostat controlled. Occasional off-site visits to outlying locations. Occasional extra hours beyond regular workweek.

PHYSICAL DEMANDS

Must be able to sit in a stationary position for long periods of time. Good dexterity in hands, wrists, fingers, and arms.
