LigTel Communications is now hiring a Telecom Right-of-Way/Outside Plant Tech
A Telecom Right of Way (ROW) /Outside Plant Technician, specializing in customer premises, acts as the bridge between outside plant infrastructure and the customer's internal network by ensuring that proposed fiber paths are viable, compliant with local regulations, and properly permitted before work begins. This role combines field data collection, installation support, and focusing on determining the most viable, cost-effective path to bring fiber from the public ROW to the customer building or home. This role requires both technical knowledge of aerial and underground cabling and the ability to interact directly with property owners.
Duties/Key Responsibilities:
· Interact with property owners and residents to explain work in the ROW and resolve conflicts.
· Inspect customer premises to determine the optimal entry point for fiber, identifying obstacles and validating the path from the utility pole or underground vault to the house/building.
· Inspect and document aerial and underground utility pathways, including poles, conduits, driveways, and sidewalks. Verify existing utility locates (water, gas, electric) to prevent conflicts during construction and ensure safe digging.
· Perform or facilitate accurate locates of existing fiber and copper, working with "One Call" services to prevent damage during installation.
· Assist in reviewing and securing right-of-way permits for trenching or pole attachment. Prepare, submit, and manage Right-of-Way permit applications with municipalities, counties, and DOTs (Department of Transportation).
· Acts as a liaison between property owners, contractors, and city engineers to resolve complaints or coordinate utility work.
· Maintain a record of all installations using CAD, GIS, or field mapping tools. Verify final installation locations and update GIS management team with accurate, completed information
· Assist with construction and repair of fiber lines when not performing right of way duties
Typical Required Skills:
· Understanding the standards for aerial/underground construction of fiber optics.
· Ability to communicate professionally with property owners when accessing easements or discussing installation paths.
· Previous experience in utility locating, ROW permitting, or OSP (Outside Plant) telecom construction is preferred.
· Ability to read and interpret construction plans, blueprints, and legal land descriptions.
· Identifying field obstacles and coordinating alternative routing with engineers.
Typical Working Conditions:
· Involves traveling between multiple, varied customer sites.
· Ability to work outdoors in various weather conditions, walk long distances, and navigate uneven terrain.
· The physical demands of this position require standing, sitting, stooping, kneeling, walking and the ability to lift at least 50 pounds.
· Demonstrates excellent communication, customer service skills, technical and problem-solving skills and the ability to effectively operate tools and construction equipment to perform job duties.
Safety & Technical Guidelines
- Technicians must wear high-visibility vests and, if necessary, hard-hat & protective eyewear.
- Access points like vaults may be considered confined spaces, necessitating specific safety protocols.
- If any service line/utility is damaged during excavation, the incident must be reported immediately to the utility, owner, supervisor, and local regulatory authorities. All damages should be documented with photographs and notes to support future projects and ensure legal compliance.
- Maintains company truck and other equipment per service requirements and safety guidelines. Drive company truck between office and work sites in a safe and courteous manner, and in accordance with all laws and company policies. Performs routine maintenance and repairs on tools and construction equipment per service and safety guidelines.
Qualifications:
· High school diploma or equivalent required.
· 0–2 years of experience in surveying.
· Ability to read property plats, understanding of land surveying principles.
· Strong attention to detail, organizational skills, and ability to manage multiple priorities
· Excellent verbal and written communication skills
· Ability to handle sensitive and confidential information with discretion
· Valid driver's license with satisfactory driving record.
