Position Summary
Waterfront Training Solutions is seeking an experienced Senior Naval Engineering & Training Specialist to support U.S. Navy engineering, maintenance, training, modernization, and acquisition-related initiatives. The ideal candidate is a former senior Navy engineering professional with significant shipboard engineering and maintenance experience and a strong understanding of Navy formal training, curriculum development, maintenance management, logistics, and Manpower, Personnel, and Training (MPT) requirements.
Candidates should possess extensive practical knowledge of shipboard engineering systems, maintenance planning and execution, troubleshooting, technical documentation, Navy maintenance policy, and formal training processes. Experience with the Joint Fleet Maintenance Manual (JFMM), the Maintenance and Material Management (3-M) System, R-Supply, Navy curriculum development, and the Navy Training Process (NTP) is highly desired. Experience serving as a Top Snipe, Engineering Department Senior Enlisted Leader, Engineering Leading Chief Petty Officer (ELCPO), Main Propulsion Assistant (MPA), or equivalent senior engineering leader, as well as a current or previous Master Training Specialist (MTS) designation, is strongly preferred.
Key Responsibilities
The Technical SME will:
- Provide subject matter expertise in U.S. Navy shipboard engineering operations, maintenance, repair, material readiness, and technical training.
- Support the development, review, validation, and modernization of Navy technical training curricula and instructional products.
- Apply Fleet engineering and maintenance experience to ensure training products accurately reflect shipboard operations, maintenance requirements, and current Navy practices.
- Provide expertise related to the Joint Fleet Maintenance Manual (JFMM) and Navy maintenance planning, execution, documentation, and closeout requirements.
- Apply knowledge of the Navy Maintenance and Material Management (3-M) System, including Planned Maintenance System (PMS), corrective maintenance, CSMP processes, maintenance documentation, and associated program requirements.
- Provide technical expertise regarding Navy supply and logistics processes, including R-Supply, repair-parts management, requisitioning, and maintenance-related logistics support.
- Support and participate in Job Duty Task Analysis (JDTA) activities to identify Fleet duties, tasks, knowledge, skills, abilities, and training requirements.
- Develop, review, validate, or provide technical input to Navy curriculum and training documentation, including: Job Duty Task Analyses (JDTAs); Training Project Plans (TPPs); Training Course Control Documents (TCCDs); Lesson Plans; Trainee Guides; Instructor Guides; Course Master Schedules; Learning objectives; Testing and assessment materials; Other curriculum-development and course-management products
- Apply the Navy Training Process (NTP) and applicable NAVEDTRA guidance to training analysis, design, development, implementation, evaluation, sustainment, and modernization activities.
- Support analysis of training requirements associated with new systems, engineering changes, modernization efforts, and Fleet capability introductions.
- Support the development, review, and assessment of Navy acquisition, modernization, and Manpower, Personnel, and Training (MPT) planning products, including: Front-End Analyses (FEAs); Business Case Analyses (BCAs); Navy Training System Plans (NTSPs); Training requirements analyses; MPT planning documentation; Training-system development and implementation products
- Work with engineering, acquisition, training, logistics, and Fleet stakeholders to translate system capabilities and operational requirements into appropriate training and MPT requirements.
- Review engineering technical manuals, drawings, maintenance procedures, system documentation, and source material to determine training impacts and curriculum requirements.
- Translate complex engineering, maintenance, logistics, and acquisition requirements into clear instructional content for Sailors, instructors, engineers, government personnel, and contractor teams.
- Participate in technical reviews, curriculum reviews, working groups, training requirements reviews, and other meetings with Navy personnel, government customers, and industry partners.
- Provide recommendations based on Fleet experience, Navy policy, technical requirements, lessons learned, and maintenance and training best practices.
Required Qualifications
- Extensive U.S. Navy shipboard engineering, maintenance, or technical experience.
- Prior service in an engineering-related Navy rating or specialty such as GSM, GSE, MM, EN, EM, DC, HT, MR, or a comparable engineering or maintenance specialty.
- Demonstrated experience supervising or managing shipboard engineering maintenance activities.
- Strong working knowledge of the Joint Fleet Maintenance Manual (JFMM).
- Significant experience with Navy maintenance programs, processes, procedures, and documentation.
- Experience with the Navy 3-M System, including PMS and corrective-maintenance processes.
- Working knowledge of Navy logistics and supply processes, including R- Supply and repair-parts management.
- Experience interpreting engineering technical manuals, drawings, maintenance procedures, and other technical documentation.
- Working knowledge of Navy formal training and curriculum-development processes.
- Familiarity with Navy curriculum products such as JDTAs, TPPs, TCCDs, lesson plans, trainee guides, instructor guides, learning objectives, and assessments.
- Familiarity with the Navy Training Process (NTP) and applicable NAVEDTRA guidance.
- Familiarity with training requirements associated with Navy system acquisition, modernization, and Fleet introduction.
- Understanding of Front-End Analysis (FEA), Business Case Analysis (BCA), Navy Training System Plan (NTSP), and related MPT planning processes.
- Strong written and verbal communication skills.
- Ability to communicate effectively with active-duty Sailors, government civilians, engineers, instructors, curriculum developers, acquisition personnel, and contractor teams.
- Active DoD Secret security clearance or the ability to maintain the clearance required for the position.
Preferred Qualifications
- Chief Petty Officer (E-7) or above, with Senior Chief or Master Chief experience preferred.
- Successful service as a Top Snipe, Engineering Department Senior Enlisted Leader, ELCPO, MPA, or equivalent senior engineering leader.
- Current or previous Master Training Specialist (MTS) designation.
- Graduate of Navy instructor training or equivalent formal instructor qualification.
- Experience as a Navy instructor, curriculum developer, curriculum manager, course supervisor, or training specialist.
- Experience performing, facilitating, or validating Job Duty Task Analyses (JDTAs).
- Experience developing or reviewing Training Project Plans (TPPs) and Training Course Control Documents (TCCDs).
- Experience developing, reviewing, or validating Navy lesson plans, trainee guides, instructor guides, assessments, and other curriculum products.
- Experience applying the Navy Training Process (NTP) to curriculum development, course revision, training modernization, or sustainment.
- Experience supporting Front-End Analyses (FEAs), Business Case Analyses (BCAs), Navy Training System Plans (NTSPs), or other MPT planning activities.
- Experience supporting Navy acquisition, modernization, new construction, system installation, or Fleet introduction programs.
- Experience connecting technical system requirements, maintenance requirements, manpower requirements, and formal training requirements.
- Experience supporting NAVSEA, NETC, TYCOM, warfare centers, program offices, Regional Maintenance Centers, shipyards, or comparable Navy organizations.
- Experience aboard multiple ship classes or with multiple engineering plant configurations.
- Experience with Navy engineering assessments, inspections, certifications, or readiness evaluations.
Education and Experience
- High school diploma or equivalent required.
- Extensive Navy technical training and relevant Fleet experience may substitute for formal higher education requirements.
- Associate or bachelor's degree in engineering, engineering technology, instructional systems design, education, workforce development, logistics, technical management, or a related discipline preferred.
- Minimum 10 years of relevant Navy engineering, maintenance, training, or technical experience preferred, including experience in positions of increasing technical and leadership responsibility.
Security Clearance
Candidate must possess an active DoD Secret security clearance or meet the specific clearance requirements established for the assigned contract.
Ideal Candidate Profile
The ideal candidate is a seasoned Navy engineering professional who understands shipboard engineering from the deckplate through the department-management level.
This individual should understand how engineering equipment is operated, maintained, troubleshot, repaired, supplied, documented, and assessed, while also understanding how those Fleet requirements are translated into formal Navy training.
The strongest candidate will combine experience in engineering maintenance, JFMM, 3-M, R-Supply, Navy curriculum development, the Navy Training Process, and acquisition or modernization-related MPT planning.
Pay: $70,000.00 - $85,000.00 per year
