Marine Construction & Dredging — Gulf Coast
Full-Time — Federal, State & Private Projects
COMPANY OVERVIEW
We are a Gulf Coast marine construction and dredging contractor operating four dredges with a workforce of 200+ employees across field, vessel, and home office operations. The majority of our project portfolio is US Army Corps of Engineers (USACE)-funded, with active growth into state-funded and other government-sponsored work alongside an established private sector presence.
POSITION SUMMARY
The Project Manager is responsible for contract administration and project delivery across federal, state, and tprivately funded marine construction and dredging projects. This position serves as the primary client representative throughout all project phases, coordinates quality control and survey department personnel, interfaces with dredge captains and field operations, and collaborates with the Operations department on equipment logistics and field execution. The position reports to the Project Director.
Travel to project sites along the Gulf Coast is required, with a company vehicle provided. Site presence is determined by project requirements and professional judgment.
PRIMARY RESPONSIBILITIES
Contract Administration & Compliance
· Administer federal and government agency contracts from award through closeout, including RFIs, submittals, and project correspondence
· Maintain working knowledge of applicable project specifications — USACE, state agency, and other entity requirements — and ensure project execution conforms to those standards
· Manage Construction Quality Control (CQC) plans and ensure compliance with EM 385-1-1 safety requirements in coordination with the company safety department
· Maintain environmental permit compliance, including turbidity monitoring protocols, best management practices, and placement area requirements
· Utilize USACE Resident Management System (RMS) for project documentation, reporting, and communication with USACE Project Engineers
· Support preparation of monthly pay applications under the direction of the Project Director
Quality Control & Survey Oversight
· Supervise and coordinate quality control and survey department personnel assigned to active projects
· Maintain working knowledge of hydrographic survey methods, including cross-section analysis and volume calculations, as these functions are integral to daily QC operations
· Review QC-prepared production reports distributed to clients and stakeholders; identify discrepancies or concerns and coordinate resolution
· Maintain complete and current project documentation daily; computer proficiency and familiarity with standard office productivity software are required
Client & Field Coordination
· Serve as primary point of contact for clients across all project phases, maintaining professional relationships with owner representatives, USACE Project Engineers, and other regulatory personnel
· Coordinate with dredge captains and field operators on project execution; direct vessel crew supervision is outside the scope of this position
· Coordinate with the Operations department regarding equipment logistics, mobilization planning, and field execution requirements
· Anticipate and address scheduling, environmental, and operational challenges proactively to minimize project downtime and avoid regulatory exposure
QUALIFICATIONS
Required
· 5–15 years of experience in heavy civil construction, marine construction, or dredging operations
· Demonstrated federal or government-agency project delivery: contract administration, RFI and submittal management, CQC plan administration, compliance. Direct USACE experience strongly preferred; heavy-civil or other federal contract experience considered.
· Proficiency in reading and applying project specifications from USACE, state agencies, and other government entities
· Scheduling proficiency in Primavera P6 (preferred) or MS Project
· Proficiency with USACE Resident Management System (RMS)
· Computer proficiency, including standard office suite applications
· Ability to obtain a TWIC card
· Valid driver’s license
· BS in Engineering, Construction Management or related field (extensive experience in construction supervision or management is acceptable in lieu of degree)
Preferred
· Construction Quality Management (CQM) Certification
· Working knowledge of cutter suction and/or hydraulic pipeline dredge operations
· Familiarity with Hypack or equivalent hydrographic survey software
· Experience with state transportation, port authority, or other government construction contracts
· Military service, particularly Navy, Coast Guard, or Army Corps of Engineers
· OSHA 30-Hour Construction certification
· Gulf Coast waterway and USACE district familiarity
PROFESSIONAL ATTRIBUTES
The successful candidate will demonstrate the ability to manage multiple concurrent responsibilities with minimal supervision, exercise sound professional judgment in dynamic field environments, and maintain documentation discipline under operational demands. Clear and effective communication with federal agency personnel, clients, and field crews is essential. A proactive approach to project scheduling, environmental compliance, and operational coordination is expected.
COMPENSATION & BENEFITS
· Base salary: $95,000 – $115,000 commensurate with experience
· Company vehicle provided for project-related Gulf Coast travel
