Full Job Description

ABOUT THE POSITION: Under the direction of the City Manager, the Assistant to the City Manager plans, develops and directs the implementation of programs, ensuring adherence with City goals, objectives, policies and procedures. The Assistant to the City Manager will develop partnerships that build trust in City departments and strengthen the community. The incumbent oversees the fulfillment of larger organizational goals and coordinates activities of multiple projects and programs, giving detailed attention to program execution and implementation by performing technical and complex duties. Incumbent must be able to establish and maintain collaborative partnerships with State, regional, local, and community-based agencies and organizations and businesses; develop and implement strategies to manage comprehensive programs.

QUALIFICATIONS:

Minimum qualifications:

Possession of a valid Class C California driver's license
High School Diploma or GED

Preferred qualifications:

Three (3) years progressively responsible experience in program management in one or more of the following areas: public or community relations; government planning; administration; program regulation and compliance; economic development; engineering; grant management or construction management.
Bachelors degree from an accredited college or university in economics, business administration, public administration, finance, engineering or a closely related field is highly desirable (Qualifies for 5% education incentive)

ADDITIONAL EXPERIENCE OR ABILITY TO:

POSSESS KNOWLEDGE OF: Grant application processes and procedures; Procurement methods; Methods in developing workflow processes, standard operating procedures and program schedules; Writing principles and report writing techniques; Basic municipal government operations, procedures, techniques, and demands; Basic office procedures and processes; Methods and use of technology and equipment including computers and applicable software applications including Microsoft Office Suite; Basic budgetary principles and operations.

ABILITY TO: Establish and maintain positive and effective relationships with City employees, including elected and senior officials and Administrators, business and community leaders, general public, contractors and other governmental representatives; Work as team player and be willing to deliver excellent customer service to both internal and external city clients; Demonstrate strong interpersonal communication skills and communicate effectively both orally and in writing; Prepare and present written and oral reports to City Manager, City Council, business community, residents and businesses, and city staff; Understand, explain, interpret, and apply applicable department, local, state, and/or federal laws and regulations.

Pay: $62,007.00 - $93,958.00 per year
