Position Summary
The Pueblo of Picuris is seeking an experienced and community-minded leader to serve as Tribal Administrator. Reporting to the Tribal Council and Governor, the Tribal Administrator is the chief administrative officer of the Pueblo, responsible for the day-to-day operations of the tribal government. The Administrator carries out the policies and directives of the Council, oversees all tribal departments and programs, manages the Pueblo's budget and federal funding, and ensures that services are delivered effectively and in a manner that respects the culture, traditions, and sovereignty of the Pueblo of Picuris.
Key Responsibilities
- Oversee and coordinate the daily operations of all tribal departments, programs, and services.
- Implement the policies, resolutions, ordinances, and directives adopted by the Tribal Council and Governor.
- Develop, administer, and monitor the tribal budget; oversee financial management, procurement, and reporting in coordination with the finance department.
- Manage federal grants and contracts (e.g., P.L. 93-638 self-determination contracts, BIA, IHS, HUD, and other federal/state awards) and ensure compliance with all funding and reporting requirements.
- Supervise, mentor, and evaluate department directors and administrative staff; support personnel and human resources function consistent with tribal policy.
- Serve as a liaison between tribal government and federal, state, county, and local agencies, as well as other tribes and community partners.
- Support economic development, infrastructure, and capital improvement initiatives.
- Ensure the Pueblo's operations comply with applicable tribal, federal, and other governing laws and regulations.
- Prepare and present reports, recommendations, and briefings to the Tribal Council and Governor.
- Represent the Pueblo in meetings, negotiations, and official proceedings as directed.
- Perform other duties as assigned by the Tribal Council and Governor.
Minimum Qualifications
- 1-3 years of progressively responsible experience in management or administration, preferably within tribal government, public administration, or a nonprofit/public-sector setting.
- Working knowledge of federal Indian law, tribal sovereignty, self-governance, and P.L. 93-638 contracting and grants management.
- Demonstrated experience in budgeting, financial management, and grant/contract compliance.
- Strong leadership, organizational, problem-solving, and written and verbal communication skills.
- Ability to work respectfully and effectively within the culture and traditions of the Pueblo of Picuris.
- Must pass a background check.
- Valid driver's license and ability to be insured under the Pueblo's policy.
Preferred Qualifications
- Prior experience as a Tribal Administrator, department director, or senior manager in a tribal or governmental organization.
- Familiarity with the Eight Northern Pueblos region and northern New Mexico communities.
