【Summary】
Company is establishing and expanding its U.S. business in the sourcing, wholesale, and distribution of prescription pharmaceutical products, over-the-counter (OTC) drugs, dietary supplements, and related consumer-health products.
The Procurement & Compliance Manager / New Jersey Designated Representative will lead supplier sourcing, procurement, vendor qualification, purchasing, and supply-planning activities while providing direct management oversight of the Company’s New Jersey licensed wholesale-drug distribution operations.
Subject to appointment by the Company and approval by the New Jersey Department of Health, the successful candidate will serve as its office in New Jersey Designated Representative (DR). In this capacity, the individual will be the Company’s primary contact with the Department and will be responsible for the compliant, day-to-day management of the licensed wholesale-drug distributor facility.
This is a hands-on position for an experienced pharmaceutical, OTC, dietary-supplement, consumer-health, or regulated-distribution professional who can balance commercial sourcing objectives with strict quality, documentation, supply-chain, licensing, and regulatory requirements.
【Key Responsibility】
Procurement and Supplier Management
- Identify, evaluate, qualify, and maintain relationships with manufacturers, authorized distributors, wholesalers, importers, and other suppliers of prescription pharmaceutical products, OTC drugs, dietary supplements, and related consumer-health products.
- Conduct supplier due diligence before onboarding, including verification of applicable licenses, registrations, product legitimacy, supply-chain history, commercial references, quality information, insurance, and supporting documentation.
- Negotiate purchase prices, payment terms, credit terms, minimum-order quantities, rebates, lead times, supply commitments, delivery arrangements, and other commercial terms.
- Prepare and issue purchase orders; track confirmations, shipment schedules, receipt status, shortages, backorders, discrepancies, and supplier invoices.
- Develop procurement plans using sales forecasts, inventory levels, product shelf life, lead times, demand trends, supplier availability, and working-capital considerations.
- Maintain approved-supplier lists, supplier files, product documentation, pricing records, agreements, certifications, invoices, and purchasing records.
- Monitor supplier performance, including delivery reliability, pricing, responsiveness, product quality, documentation quality, shortages, complaints, and corrective actions.
- Identify alternative sources and reduce supply-chain, pricing, product-availability, and vendor-concentration risks.
- Coordinate with management, sales, warehouse/logistics providers, and finance personnel on product selection, replenishment, inventory availability, receiving, shipment planning, and customer requirements.
Compliance and New Jersey Designated Representative Duties
- Serve as the New Jersey Designated Representative, subject to the Company’s appointment and New Jersey Department of Health approval.
- Act as the Company’s primary liaison with the New Jersey Department of Health concerning licensing, applications, renewals, changes in ownership or operations, inspections, correspondence, and compliance matters.
- Maintain active, full-time, day-to-day managerial oversight of the New Jersey licensed wholesale-distribution facility.
- Be physically present at the licensed facility during normal business hours, except for reasonable business-related duties, travel, leave, or other arrangements approved by management and consistent with applicable regulatory requirements.
- Establish, implement, maintain, train employees on, and enforce written standard operating procedures (SOPs) for purchasing, supplier qualification, customer qualification, receiving, storage, inventory control, product security, order fulfillment, shipping, recordkeeping, returns, recalls, complaints, investigations, and corrective actions.
- Ensure that products are sourced only from appropriately qualified and documented suppliers and distributed only to appropriately qualified customers, as applicable.
- Review and maintain complete, accurate, and readily retrievable transaction, purchasing, licensing, quality, inventory, distribution, and compliance records.
- Oversee controls for receiving, quarantine, storage conditions, inventory reconciliation, product handling, expiry-date management, product security, and shipment release.
- Identify, investigate, document, and escalate suspected counterfeit, diverted, adulterated, misbranded, damaged, expired, recalled, or otherwise nonconforming products.
- Coordinate and manage product returns, recalls, market withdrawals, complaints, investigations, and corrective and preventive actions.
- Prepare the licensed facility for inspections, audits, and due-diligence reviews; coordinate inspection responses and ensure timely completion of corrective actions.
- Promptly notify the Director / General Manager of any matter that may affect the Company’s license, product integrity, supply-chain security, regulatory standing, customer relationships, or ability to distribute products.
- Coordinate with the Hong Kong parent company, outside regulatory consultants, quality-assurance personnel, warehouse/logistics providers, legal counsel, and other service providers while retaining direct oversight of the licensed New Jersey operation.
Operations and Reporting
- Build practical operating workflows and records suitable for a growing U.S. pharmaceutical and consumer-health products wholesale business.
- Maintain dashboards and regular reports covering purchases, supplier status, procurement savings, inventory, product availability, vendor performance, compliance matters, open issues, and operational risks.
- Recommend process improvements that improve procurement efficiency, inventory management, regulatory readiness, cost control, product availability, and documentation quality.
- Support business-development initiatives by evaluating product opportunities, supplier capabilities, commercial feasibility, and regulatory or supply-chain risks.
- Perform other procurement, operations, compliance, and business-development duties reasonably assigned by the Director / General Manager.
Required Qualifications
- Bachelor’s degree in business, supply chain, pharmacy, life sciences, healthcare administration, or a related field preferred; relevant professional experience may be considered in lieu of a degree.
- At least two years of verifiable, full-time managerial, supervisory, auditing, or compliance experience with one or more of the following:
- A pharmacy, wholesale drug distributor, or drug manufacturer licensed, permitted, or registered in the United States;
- A nationally recognized drug trade association; or
- A state or federal agency where responsibilities included prescription-drug recordkeeping, storage, and shipment.
- Demonstrated eligibility to serve as a New Jersey wholesale-drug distributor Designated Representative, subject to New Jersey Department of Health review and approval.
- Ability and willingness to serve as Designated Representative for only one wholesale-distributor location at a time.
- Ability to work full-time in a managerial role and to be regularly and physically present at the New Jersey licensed facility during normal business hours.
- Experience in pharmaceutical, prescription-drug, OTC-drug, dietary-supplement, consumer-health, or similarly regulated distribution, sourcing, purchasing, quality, compliance, or supply-chain operations.
- Working knowledge of supplier qualification, purchasing controls, inventory management, product documentation, quality records, distribution operations, recalls, returns, complaints, and audit/inspection readiness.
- Strong commercial judgment and demonstrated ability to negotiate prices, payment terms, supply arrangements, and vendor agreements.
- Strong written and verbal English communication skills; ability to prepare clear professional reports, SOPs, correspondence, and supporting documentation.
- Strong organizational skills, attention to detail, accountability, and ability to manage confidential information.
- Proficiency with Microsoft Excel, Word, Outlook, and business systems used for purchasing, inventory, documentation, and reporting.
- Ability to pass background checks and provide accurate work history, references, and other information required for employment and New Jersey licensing review.
Preferred Qualifications
- Prior appointment, approval, or direct experience as a Designated Representative, Responsible Person, compliance manager, quality manager, pharmacist-in-charge, or equivalent compliance-responsible manager for a pharmaceutical distributor.
- Experience with U.S. wholesale-drug distributor licensing, New Jersey Department of Health requirements, drug-distribution security and traceability controls, FDA-regulated product distribution, or state pharmaceutical-distribution compliance.
- Experience establishing SOPs, supplier-quality programs, records-management systems, inspection-readiness programs, or regulated warehouse/distribution operations.
- Experience in pharmaceutical, OTC-drug, dietary-supplement, consumer-health, or international sourcing and import/export operations.
- Experience coordinating with overseas parent companies, suppliers, consultants, warehouse providers, and cross-border business partners.
- English and Japanese.
Employment and Licensing Conditions
- Appointment to the New Jersey Designated Representative role is conditional upon the Company’s decision to nominate the employee and the New Jersey Department of Health’s acceptance or approval, as applicable.
- The employee must maintain the qualifications, availability, full-time managerial involvement, and compliance with all applicable Company and regulatory requirements throughout employment.
- The employee must promptly disclose any circumstance that may affect eligibility to serve as the Company’s Designated Representative or that may affect the Company’s license or regulatory status.
- The Company may assign separate qualified compliance, quality, warehouse, consultant, or legal support. However, the Designated Representative must remain actively involved in and knowledgeable about the daily licensed-wholesale operations.
