The City of Wildomar is seeking a seasoned Public Safety Manager with extensive experience working alongside the Riverside County Sheriff’s Department and/or CALFIRE to oversee contract public safety services and lead citywide emergency management programs. DEFINITION
The Public Safety Manager plans and administers public safety programs and contract services (e.g., Riverside County Sheriff’s Department, CalFIRE, and Animal Friends of the Valleys), including oversight and management of the City’s emergency operations and hazard mitigation plans; plans, organizes, and coordinates Citywide emergency management programs for the preparedness, response, and recovery phases for disasters and national security emergencies; in collaboration with other departments and agencies, implements programs and solutions to address homelessness; oversees Code Enforcement and animal control services; performs analytical work and prepares reports and studies; conducts emergency response training; represents the City at various meetings; and provides project support to the Police Department and Fire Department.

This classification is distinguished by its high level of responsibility, requiring strong analytical, administrative, and leadership skills to plan and direct programs that protect life and property. The Public Safety Manager exercises considerable judgment and independence in developing strategies and implementing initiatives to enhance community safety, emergency preparedness, and disaster recovery efforts.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the City Manager. Exercises direct supervision over assigned professional and administrative support personnel.
QUALIFICATIONS

Experience and Training Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities to perform the essential functions is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
A minimum of five (5) years in a sworn or civilian public safety agency with increasingly responsible professional administrative experience coordinating and/or actively participating in emergency services, including at least three years in a supervisory capacity.
Training:
A bachelor’s degree or equivalent education (i.e., minimum completed California units = 120 semester/180 quarter) from an accredited educational institution with major coursework in emergency management, public administration, criminal justice, or a related field. Supplemental training in emergency management applications is highly desirable.
Licenses and Certifications:-
Possess and maintain Class C driver's license.

Possession of an Intermediate and or Advanced POST Certificate from the California Commission on Peace Officers Standard of Training.

Possession of a P.C. 832 Peace Officer’s Standards and Training (POST) Certificate is required at time of appointment.

Possession of an Emergency Manager Certification from California Office of Emergency Services (CAL OES) or International Association of Emergency Managers is desirable.

Must have the ability to maintain a CLETS yearly certification.

Possession of Oleoresin Capsicum (OC) spray certification at time of appointment.

Successful completion of Identification of Substandard Residences course by CACEO at time of appointment.
