Job Overview

We are seeking a dynamic and dedicated Program Manager to lead and coordinate impactful community programs that serve diverse populations. This role offers an exciting opportunity to drive community engagement, develop innovative initiatives, and collaborate with local partners to create meaningful change. The Program Manager will oversee program development, manage teams, and foster relationships within underserved communities, ensuring that all efforts align with organizational goals and community needs. This paid position is ideal for a passionate leader eager to make a positive difference through strategic planning, community outreach, and social impact initiatives.

Key Duties

As a Program Manager at Terra, you oversee the daily non-clinical operations that shape the client experience in our treatment services. This role ensures the environment, routines, staffing, and support services function smoothly so clinical teams can focus on care — and clients can focus on healing.

You directly supervise Behavioral Health Technicians team, the dietary staff, and oversee key facilities-related workflows. You are to be a visible, steady leadership presence in the program, supporting staff performance, client safety, and operational excellence.

What You’ll DoProgram & Milieu Leadership

· Oversee day-to-day operations of the milieu, ensuring structure, safety, and consistency.

· Maintain a calm, organized, and therapeutic environment aligned with clinical intent.

· Serve as a visible leader for staff and clients, reinforcing expectations and culture.

Staff Leadership & Supervision

· Supervise and support Behavioral Health Technicians, Chef, and other administrative/support staff.

· Coordinate scheduling, coverage, onboarding, training, and performance management.

· Coach staff in professionalism, boundaries, communication, and accountability.

· Partner with Clinical Leadership on staffing needs and performance concerns.

Client Experience & Support

· Ensure clients experience an exceptional experience marked by consistent routines, respectful interactions, and responsive support services.

· Address non-clinical client concerns related to environment, meals, schedules, or day-to-day needs.

· Support admissions, discharges, and transitions from an operational perspective.

Facilities & Environment Oversight

· Oversee cleanliness, organization, and readiness of the facility.

· Identify and escalate maintenance, safety, or life-safety concerns promptly.

· Support inspection readiness related to environment of care with licensing or regulatory agencies.

Cross-Functional Collaboration

· Partner closely with therapists, nurses, and medical providers to ensure operations support clinical care.

· Coordinate with Operations, HR, and Facilities on staffing, supply, and facility needs.

· Participate in leadership meetings and contribute to problem-solving and program improvement.

Policies, Documentation & Accountability

· Ensure staff follow policies, procedures, and safety protocols.

· Review incident reports, shift notes, and operational documentation as appropriate.

· Support continuous improvement through feedback, data, and operational discipline.

Required Qualifications

· Substance use or Mental health education or credentials preferred

· Prior supervisory or people-management experience

· Experience in behavioral health, residential treatment, healthcare operations, or similar structured environments preferred
