Full Job Description

CONTRACTS SPECIALIST II

Join a Team Shaping Phoenix's Future

The Design and Construction Procurement Team manages major capital improvement procurements supporting a $9.7 billion, five-year Capital Improvement Program. This team partners with approximately 20 City departments to procure professional services and construction contracts for high-profile projects, including airport terminals, water and wastewater facilities, public safety buildings, libraries, parks, and transportation infrastructure.

We are seeking an experienced Contracts Specialist II who can independently manage complex procurements while ensuring compliance with federal, state, and local procurement regulations. The ideal candidate will have strong analytical skills, sound judgment, and experience working in a government procurement environment.

Position Details

Pay: $37.00 - $43.00 per hour DOE
Schedule: Monday-Friday, 8:00 a.m. - 5:00 p.m.
Location: Downtown Phoenix, AZ 85003
Assignment Type: Long-Term Temporary
Duration: Approximately 6 months, with potential for extension
Benefits: Available after eligibility requirements are met
Start Date: Immediate upon successful completion of background check

Key Responsibilities

Manage procurement processes for professional services, including architects, engineers, and consulting firms.
Procure construction services utilizing Design-Bid-Build, Job Order Contracting (JOC), Construction Manager at Risk (CMAR), and Design-Build delivery methods.
Prepare and issue solicitations, bid packages, requests for qualifications, and related procurement documents.
Coordinate and facilitate pre-bid, pre-submittal, evaluation panel, and interview meetings.
Respond to contractor and consultant inquiries during solicitation periods.
Review bids and proposals for responsiveness and compliance.
Evaluate fee proposals and participate in contract negotiations.
Prepare PowerPoint presentations and procurement-related reports.
Collaborate with internal departments and the Equal Opportunity Department to ensure compliance with procurement requirements and small/disadvantaged business initiatives.
Prepare, execute, and administer contracts.
Issue notices to proceed and coordinate contract implementation.

Preferred Qualifications

Candidates with experience in the following areas are strongly encouraged to apply:

Government procurement and contracting
Public sector contracting and procurement compliance
Design and construction procurement
Arizona Revised Statutes (ARS) Title 34 procurement requirements
Federal, State, and Local procurement regulations
Capital improvement, infrastructure, engineering, or construction-related projects

Required Qualifications

Bachelor's degree in Public Administration, Business Administration, or a related field.
Minimum three (3) years of experience working with governmental contracts, procurement, contract administration, or assisting in contract preparation and administration.
Equivalent combinations of education and experience that meet the minimum qualifications may be considered.
Ability to interpret and apply complex laws, regulations, policies, and procedures.
Strong written and verbal communication skills.
Excellent customer service and stakeholder management skills.
Ability to manage multiple projects simultaneously and meet deadlines.
Background check required.

You are detail-oriented, highly organized, and comfortable managing multiple complex projects at once. You enjoy collaborating with diverse stakeholders, analyzing procurement requirements, and ensuring compliance while moving projects forward. Experience supporting public-sector construction or professional services procurements is highly desirable.
