Who we are and what we do:

The Tennessee Public Utility Commission (Commission) is the regulatory body created by the General Assembly to provide general supervisory and regulatory oversight over all aspects of Tennessee's privately-owned telephone, natural gas, electric, water and wastewater public utilities, and provides administrative and investigative support to the Underground Utility Damage Enforcement Board (UUDEB).

The Commission also administers popular consumer assistance programs, like the Do Not Call program and the Telecommunications Device Access Program. In addition, Commission personnel inspect approximately 40,000 miles of natural gas distribution and transmission lines that service over 1,356,000 Tennessee customers.

How you make a difference in this role:

The Utilities Division assists the Commission in establishing and implementing policy regarding Tennessee's gas, water, sewer, wastewater, electric, and telephone companies to result in fair and responsible regulation for all utility companies and consumers in the state. A diversified team consisting of engineers, accountants, economists, rate specialists, and research analysts is employed to provide technical and financial expertise to ensure that the statutory responsibilities and rules of the Commission are fulfilled. The Division provides thorough research for companies wanting to provide utility services in Tennessee and companies already serving the state are routinely investigated as to the rates, terms, and conditions of services provided to consumers. The duties of the Division are balanced with the technological advances within the energy and water and telecommunications industries along with Federal and State legislation to achieve its goals.

Job Overview:

Under general direction, this position is responsible for conducting audits and examinations of investor-owned utility companies operating within the State of Tennessee. This position is involved in the following types of proceedings before the Commission including but not limited to general rates cases, annual expense or commodity cost recovery proceedings, rulemaking, and requests for special orders. This position will be involved in matters involving utilities regulated by the Commission, including advanced work on complex accounting matters. This position acts as a technical expert for the Commission. The work requires independent assessment, evaluation, research, and development of recommendations to resolve pending issues. This classification may perform responsibilities at a lead level under the guidance of the division director.

Key Responsibilities:

1. Conduct annual compliance audits for regulated natural gas utilities.

2. Plan audits, perform testing, document findings, and prepare audit reports.

3. Review utility tariff filings to ensure completeness, accuracy, and compliance with Commission rules and orders.

4. Investigate billing discrepancies and document findings.

5. Analyze financial data to determine appropriate earnings levels based on revenues, costs, investments, and cost of capital.

6. Develop methodologies to forecast future earnings using trend analysis and economic indicators.

7. Build and maintain complex spreadsheets and databases for audit analysis and historical tracking.

8. Perform financial and operational analyses related to utility rate cases and alternative ratemaking mechanisms.

9. Prepare and review technical advisory memoranda and present staff recommendations to Commissioners.

10. Responded to inquiries from consumers and industry representatives regarding regulatory and audit matters.

Minimum Qualifications:

Graduation from an accredited college or university with a bachelor's degree in accounting, finance or economics and 3 years of directly related experience or an equivalent combination of education and experience.

The position will be filled with a person who has the ability to manage multiple projects in a timely manner, organize and prioritize assignments. Advance skill level in Microsoft Office including Word, Outlook, and Excel is necessary to perform job responsibilities.

PREFERRED QUALIFICATIONS:

Certified Public Accountant (CPA) certification strongly preferred
