This position is eligible for a Chapter 21 contract.
PRIMARY PURPOSE:
Under the supervision of the Director of Data Governance , performs complex maintenance, coordination, and monitoring of student data related to local, state, and federal educational programs and services.
The Coordinator of Data Governance for Special Education provides accurate and timely data reporting for special education.
The Coordinator of Data Governance provides technical assistance, programming, and staff training to create and maintain accurate TSDS and CRDC reporting processes related to special education.
QUALIFICATIONS:
Minimum Education/Certi?cation:
Master's degree in the field of education - Required
Valid Texas Educator Certificate - Required
Valid Texas Principal or mid-management certi?cation -Preferred
Special Knowledge/Skills:
Special Education experience preferred
Knowledge of the Texas State Performances Plan Indicators (SPP) and Results Driven Accountability System (RDA)
Knowledge of federal and state rules governing the education of students with disabilities
Ability to work cooperatively with others in attaining district special education program goals/objectives
Excellent communication (written and verbal), interpersonal, and organizational skills
Knowledge of state and federal guidelines for Special Education programs preferred
Knowledge of Texas student attendance accounting for special education student populations, including homebound students preferred
Ability to provide technical support to end users utilizing program management systems for special education
Ability to facilitate cooperation and team attitude between technical and program staff
Understanding of IT concepts and systems as applied to the education setting
Understanding of principles and techniques of database system and programming work, including analysis, design, and documentation
Understanding of student information systems and supporting software programs
Understanding of how data use supports and informs education programs and practices
Ability to utilize software effectively and efficiently to develop databases and reports
Proficiency with IBM-Cognos report writing software preferred
Proficiency with Structured Query Language (SQL) preferred
Proficiency with Microsoft Excel essential
Minimum Experience:
Experience with large database management systems for student information preferred

Experience in managing and analyzing Special Education data preferred-
Experience with Power School eSchool -Plus student information system preferred-
Experience with IBM-Cognos report writing software preferred-
Experience with special education program management software preferred-
Experience integrating data across shared system interfaces preferred-
Experience with Texas TSDS/PEIMS, U ID, and TREx systems preferred-
Experience with Federal CRDC reporting system preferred

MAJOR RESPONSIBILITIES AND DUTIES:
Under the direction of the Director of Data Governance, plan and execute data collection and verification procedures for all state and federal data reporting related to special education
Maintain and support student information software procured expressly for special education; develop and provide ongoing training for special education staff related to such software
Monitor and provide support to all users of special education automated systems to ensure that all have the knowledge to accurately input and retrieve data
Provide training and assistance to professional and paraprofessional staff on processes and procedures for data coding, data entry, and data error checking in the areas of education
In cooperation with Technology Department staff, ensure interoperability of data systems used for special programs with the District’s eSchool-Plus student information management system and facilitate the movement of data between the systems to meet state and federal data reporting requirements
Manipulate and query database information in the areas of special education
Assist campus and administrative staff to resolve system issues with special programs data processing programs and the student management system
Integrate databases from existing data sources to meet the access and reporting needs defined by the District and site staff
Create accurate, concise, and timely reports for District and special education leadership using data related to enrollment, attendance, discipline, registration, scheduling, grades, special education, bullying/ harassment, school leavers, dropouts, and other related topics?
Monitor databases for data accuracy and integrity for special programs reporting; manage and manipulate large amounts of data to generate charts, graphs or reports using Structured Query Language (SQL), Microsoft Word, Excel, or Access
Review and analyze data submission reports for state TSDS/PEIMS and federal CRDC data submissions; troubleshoot errors and support end users in correcting errors preventing successful data submission; support re-submission processes
Remain current on state and federal laws through professional meetings, conferences, and reading professional materials to recommend required changes to software and data collection?
Collaborate with vendors of existing systems to ensure data integrity and timely system updates
Collaborate with programmer/analysts and Help Desk advisors to provide accurate data as required or requested
Implement changes to existing systems as required by statute or as necessary to meet district needs
Perform other duties as assigned by the Director of Data Governance, the Executive Director of Performance Outcomes and Data, or the Superintendent of Schools.?

Must maintain emotional control and exercise reasoning and problem-solving skills while under stress. Must demonstrate ability to communicate effectively (verbal and written). Should be able to interpret procedures and analyze data for decision-making. Frequent in-district and occasional in-state or national travel. Occasional prolonged and irregular hours.
Safety: Contribute to the prevention of accidents and injuries by observing safety rules and District policy, practicing the principles and skills taught in safety training, wearing personal protective equipment as required, reporting injuries and incidences immediately to the supervisor, and being proactive in the ongoing efforts to improve and maintain workplace safety.
