The Statewide Capacity and Continuity Coordination Specialist, Program Specialist VII, performs highly advanced consultative services and technical assistance related to capacity and continuity coordination for individuals served by or eligible for services at State Supported Living Centers (SSLCs). Serves as backup to the Director of Capacity and Continuity Coordination and serves as the State Office discipline coordinator for continuity of services. Work includes planning, developing, evaluating, and implementing major statewide and facility-level initiatives related to inquiries for admission, admissions, transfers, discharges, community placement, transition planning, post-move monitoring, Promoting Independence activities, capacity management, and compliance with applicable statutes, rules, regulations, policies, and procedures. Provides statewide guidance and technical assistance to SSLCs, State Office staff, and stakeholders. Drafts, reviews, interprets, and supports implementation of continuity of services policies, procedures, tools, forms, guidance, and Texas Administrative Code rule-related materials. During legislative sessions, reviews and analyzes proposed legislation, legislative inquiries, data requests, and related materials to identify potential impacts to SSLC operations, admissions, discharges, transfers, eligibility, civil commitments, forensic commitments, capacity management, community placement, and continuity of services policy implementation. Participates as a member of the state review team, reviews findings and reports, identifies trends and systemic concerns, and develops recommendations for corrective action, quality improvement, process improvement, training, and statewide consistency. Supports interstate compact coordination, required reporting, strategic communication, and responses to requests for information. Works under minimal supervision, with extensive latitude for initiative and independent judgment, and travels approximately 25–30% of the time.

Serves as the State Office discipline coordinator for continuity of services and provides highly advanced consultation, guidance, and technical assistance related to inquiries for admission, admissions, discharges, transfers, community placements, transition planning, post-move monitoring, and related supports for individuals served by or eligible for services at SSLCs. Serves as backup to the Director of Capacity and Continuity Coordination for continuity of services matters, including issue escalation, statewide coordination, technical guidance, capacity-related concerns, and response development.
Reviews, analyzes, and interprets information related to inquiries for admission, admission, discharge, transfer, referral, eligibility, placement options, capacity, transition activity, post-move monitoring, and continuity of services issues. Collects, organizes, and analyzes information from SSLCs, LIDDAs, State Hospitals, State Office programs, Legal, Access and Intake, Revenue Management, Consumer Rights and Complaints, Promoting Independence, Budget, Guardianship, Department of Family and Protective Services, and other HHSC divisions to identify trends, resolve complex placement concerns, develop recommendations, and support consistency of actions across facilities.
Provides statewide technical assistance, guidance, training, and consultation to SSLC staff, State Office staff, families, guardians, advocates, judicial representatives, legislators, LIDDAs, State Hospitals, and other stakeholders regarding admissions, discharges, transfers, community placements, continuity of services requirements, capacity-related issues, and person-centered service planning. Coordinates with internal and external partners to address placement issues, clarify requirements, support timely follow-up, identify alternatives for placement when appropriate, and promote consistent implementation of statewide expectations.
Drafts, reviews, interprets, and supports implementation of statewide continuity of services policies, procedures, forms, tools, guidance, training materials, and Texas Administrative Code rule-related materials. Monitors facility use of approved processes, identifies barriers, provides technical assistance, recommends revisions, and coordinates follow-up with SSLC leadership and State Office partners to support compliance, statewide consistency, and effective implementation.
During legislative sessions, reviews and analyzes bills, legislative inquiries, data requests, and related materials to identify potential impacts to SSLC operations, inquiries for admission, admissions, discharges, transfers, eligibility, civil commitments, forensic commitments, community placement, capacity management, Interstate Compact responsibilities, and continuity of services policy implementation. Prepares concise summaries, impact analyses, recommendations, and response materials for State Office leadership.
Participates as a member of the state review team for continuity of services and most integrated setting review activities. Assists with planning, conducting, documenting, and following up on reviews of facility continuity of services processes, admissions, discharges, community placements, transition planning, and post-move monitoring. Reviews documentation, monitoring tools, reports, findings, corrective action activities, quality improvement activities, and process improvement efforts. Uses review results and other data to identify trends, systemic concerns, training needs, policy needs, capacity concerns, and recommendations for operational improvements across the SSLC system.
Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
