- The salary reflected is based on the current salary schedule. Compensation is subject to change upon ratification and implementation of the 2026-29 Collective Bargaining Agreement. Any negotiated salary adjustments, including retroactive adjustments if applicable, will be applied in accordance with the terms of the ratified agreement.
JOB SUMMARY
The Human Resources Specialist provides advanced operational, and administrative support to ensure the effective day-to-day functioning of assigned departments. This position is designed as a high-skill, high-trust role supporting complex workflows, compliance requirements, and service delivery across Human Resources.
The Human Resources Specialist serves as a departmental backbone, coordinating systems, records, communications, and processes that require accuracy, discretion, and sound professional judgment. This role operates with a high degree of independence, supports leadership initiatives, and functions as a key internal liaison with staff, partners, and external agencies. This position requires a demonstrated commitment to equitable and inclusive practices and the ability to work effectively with diverse populations. Bilingual proficiency in English and Spanish is required for this position.
In addition, the Human Resources Specialist applies bilingual and translation skills, as needed by assignment, to support effective communication, language access, and equitable service delivery. This may include oral interpretation during meetings and conversations, as well as written translation of documents, communications, and materials related to operations, personnel, and agency functions. The position requires professionalism, confidentiality, and cultural competence when providing language support in high-stakes or sensitive contexts.
Given the need to be readily available for our staff and the component school districts we serve, this position is considered on-sight work, with some remote work possible.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Provides advanced administrative, technical, and operational support to department leadership.

Coordinates complex workflows, timelines, and deliverables across multiple initiatives or projects.

Supports implementation of department programs, services, and initiatives at the agency, regional, or district level.

Maintains effective communication between departments, leadership, partner agencies, and external stakeholders.

Participates in meetings, workgroups, and planning sessions as assigned.

Maintains accurate, complete, and confidential records in compliance with legal, regulatory, and organizational requirements.

Manages electronic and physical filing systems; ensures records are current, organized, and compliance audit-ready.

Monitors deadlines, renewal dates, and compliance requirements related to licenses, certifications, access credentials, or system authorizations.

Enters, updates, and validates data in enterprise systems and databases.

Generates reports, summaries, and data compilations for leadership and external agencies.

Supports compliance with applicable laws, policies, contracts, and collective bargaining agreements relevant to assignment.

Processes and tracks documentation related to personnel actions, system access, contracts, authorizations, or program participation.

Coordinates required reporting to state or regulatory agencies.

Assists with onboarding, transitions, and offboarding processes, as applicable to assignment.

Supports compliance audits, reviews, and internal controls by maintaining documentation and responding to information requests.

Serves as a knowledgeable point of contact for staff inquiries related to department operations, processes, and requirements.

Interprets policies, procedures, and information for internal and external stakeholders.

Communicates clearly and professionally in written and verbal formats, including in complex or sensitive situations.

Applies bilingual communication, translation, and interpretation skills, as needed by assignment, to support effective communication between staff, leadership, employees, families, and external partners.

Support communication to employees in a variety of print, digital, and interpersonal ways; tasks may include creating company newsletters and hosting meetings in English and Spanish.

Support the HR team in research, development, drafting, publication, and distribution of the employee handbook.

Provides oral interpretation during meetings, conversations, and work sessions, including sensitive or confidential discussions such as personnel matters, investigations, disciplinary meetings, and grievance-related processes, as appropriate to role and training.

Translates written materials, correspondence, forms, agreements, collective bargaining agreement (CBA), and operational documents which may be specific to assignment to ensure clarity, understanding, and access for limited-English-proficient stakeholders.

Supports language access requirements by facilitating clear, accurate, and professional communication consistent with agency policies, equity commitments, and legal obligations.

Exercises discretion, confidentiality, and professional judgment when providing translation specific to assignment or interpretation services involving sensitive information.

Prepares correspondence, memoranda, agendas, meeting minutes, and operational documentation.

Works collaboratively with peers to strengthen departmental effectiveness and service delivery.

Prioritizes assignments and projects with minimal supervision.

Identifies process improvements and operational efficiencies.

Maintains a high level of confidentiality and professional discretion.

MARGINAL DUTIES AND RESPONSIBILITIES

Performs other incidental duties as assigned that are consistent with the scope and level of the classification.
SUPERVISORY RESPONSIBILITIES
All ESD employees have some responsibility for supervising students and assisting in maintaining a safe environment.
QUALIFICATIONS

High school diploma or General Education Diploma (GED) required.

Associate’s degree or other post-secondary education and/or training preferred.

Minimum of three years of professional experience providing advanced administrative, operational, fiscal, or human resources support, or equivalent experience performing core job functions.

Experience with employee communications, website content management, graphic design software (e.g., Canva), or digital communication platforms is preferred.
-
Ability to effectively use enterprise administrative, human resources, and/or financial systems to enter, maintain, verify, and report data.
-
Ability to identify, analyze, and resolve operational, procedural, or workflow issues within fiscal and human resources functions.
-
Ability to learn and adapt to new administrative systems, platforms, and compliance requirements relevant to assignment.

Advanced knowledge of computer usage and ability to use standard school software, internet applications, email, spreadsheets, accounting programs, and word processing software.

Ability to communicate fluently in English, both orally and in writing, is required. Ability to pass a language proficiency test within 60 days of hire.
