Definition:
This advanced-level position, similar to a journey-level position in trades, performs advanced technical duties related to the operation and maintenance of the City's potable water Distribution System, wastewater Collection system, and Stormwater System, with a primary focus on backflow prevention. They must demonstrate a high level of experience and certification necessary to operate the Distribution and Collection system within the parameters of an existing operating plan.
Principal Duties:
This position supports the water utility’s backflow prevention (cross-connection control) program from a field aspect. It assists with developing, administering, enforcing, documenting, and reporting program activities as required for regulatory compliance.
Employees working in this job classification perform a wide variety of advanced technical tasks related to the operation and maintenance of pressurized systems (i.e., distribution systems and sewer lift stations) and/or gravity systems (Collection and Stormwater Systems), depending on their assignment. Employees work in teams and independently and must demonstrate a collaborative and self-directed approach to routine tasks and project-related assignments. Routine and project work require active and independent learning skills, as well as the ability to review system records and documents, conduct technology reviews, and learn to troubleshoot problems. Employees must also demonstrate cooperative teamwork skills to address shared work assignments and facilitate the sharing and acting upon of critical information.
Employees are expected to work in a self-directed manner, assist with identifying Division work priorities, and provide training and leadership to other staff on tasks and projects. Tasks and project leadership require active and independent learning skills, as well as the ability to conduct written and electronic technology reviews, review construction records and documents, and effectively troubleshoot problems. Employees must also demonstrate effective collaboration skills with their colleagues to address shared work assignments and facilitate the sharing and acting upon of critical information.
Although this is not a supervisory position, employees in this role can lead tasks, such as contractor management, employee assignments, and employee scheduling. This position involves a range of activities to ensure regulatory compliance and protect the City’s potable water distribution system, including customer education and outreach, facility surveys, inspections, compliance and enforcement actions, coordination with contracted resources, database management and oversight, and guiding other employees on all related activities.

Technical:
- Support the backflow program to ensure compliance with all Federal and State regulations and requirements.
- Maintain and coordinate the backflow database, inspection and survey records, and enforcement activities with support from administrative staff. Guide other employees on administrative procedures and activities.
- Conduct site surveys to identify cross connections and hazard conditions.
- Determine the appropriate backflow prevention measures at city and customer properties.
- Protect the potable and non-potable water supplies and on-site plumbing of customers by inspecting backflow assemblies, performing cross-connection control testing, conducting water use surveys, testing for water constituents, and conducting dye tests.
- Inspect backflow assembly installations to ensure they meet plumbing codes and regulations.
- Implement customer compliance notices and record keeping, including contacting customers (e.g., letters), querying and analyzing data, and managing and updating records.
- Coordinate outreach efforts with property managers, customers, testing companies, HOAs, and others.
- Assist with enforcement planning and make recommendations when non-compliance is detected.
- Coordinate office and field inspections with other City divisions or outside agencies when needed.
- Calculate system performance metrics such as load capacities, flow rates, pressures, and levels.
- Participate in the operation, maintenance, repair, and troubleshooting of sewer, water, drainage systems, and water and wastewater treatment facilities.
- Locate issues in the field and plants, investigate, and implement corrective actions.
- Keep daily activity and maintenance logs, including use of work management systems.
- Perform duties as part of a crew during emergency maintenance and operations.
- Locate and identify underground utilities.
- Assist with excavation activities.
- Perform line and valve shut-offs.
- Handle manual labor tasks such as digging, material moving, welding, and repairs.
- Inspect, troubleshoot, install, and repair utility equipment.
- Monitor and maintain storage, pumping, and treatment facilities.
- Tap into water and sewer lines as needed.
- Maintain and clean city-owned tools and equipment, and perform preventive maintenance and minor repairs.
- Provide field information to engineering staff and collaborate on system and facility operations.
- Record readings from meters, flow monitors, pumps, and other equipment.
- Respond to service calls, including emergency on-call shifts, within the specified timeframe.
- Inspect and install residential water meters and related devices.
- Inspect, test, and repair backflow prevention devices.
- Respond to customer inquiries regarding duties, policies, and procedures.
- Conduct routine field investigations on issues such as high bills, leaks, tampering, and equipment malfunctions.
- Test and repair equipment in the shop as needed.
- Operate a wide range of tools and equipment.
- Assist with routine operational tasks.
- Meet with contractors, consultants, developers, owners, and staff to resolve cross-connection issues.
- Review construction plans, blueprints, as-built drawings, and utility maps.
- Manage tasks related to regulatory compliance, including spill prevention and system flushing.
- Inspect and install water meters across various sectors.
- Troubleshoot common meter problems.
- Update and develop work management systems.
- Lead medium to large maintenance projects.
- Draft correspondence and communicate with customers.
- Oversee contract work for capital or maintenance projects.
- Inspect contractors' work.
- Provide information to other work groups, divisions, and departments, acting as a liaison and technical resource.
- Respond to service calls and emergencies promptly.
- Assist supervisors with priorities and planning.
- Research and troubleshoot technical and operational issues.
- Support operational tasks within physical capacity limits.
Working Environment:
Work is performed outside and inside both night and day shifts, under varying and extreme weather conditions. Work includes exposure to noise, dust, gases and oils, solvents and chemicals. Coordination of eyes, hands, legs and body is needed. Position requires the ability to work under time constraints and in confined spaces and the use of respirators. The candidate for this position must be able to meet the physical requirements necessary to do the job.
Qualifications:
Education and experience equivalent to four or more years of experience in a labor trades job with direct experience in water/sewer/storm, water quality, backflow installation, repair, or surveys, or similar. An associate’s degree in distribution, collection, water or wastewater operations, environmental sciences, or related technical studies is preferred.
Special Qualifications: Possession of a Backflow Prevention Assembly Tester certification from the American Backflow Prevention Association (ABPA) or American Society of Sanitary Engineering (ASSE), possession of a Backflow Prevention Assembly Repairer certification from ABPA or ASSE, and possession of a Cross-Connection Control Surveyor certification or the ability to obtain one within 1 year of hire. Possession of a Class III Distribution certification or higher within 1 year of hire. Possession of a Class I Collection certification or higher within 1 year of hire. All employees classified in this job description must possess a valid Colorado Driver's License.
