Full Job Description

Are you an experienced leader looking for an opportunity to make a meaningful impact in some of Colorado’s growing communities? Advance HOA Management is seeking a dynamic and knowledgeable Metropolitan District Manager to oversee a portfolio of Metropolitan Districts throughout the Denver metro area. This is an exciting opportunity for a seasoned professional who enjoys building strong relationships with Boards and residents, managing complex operations, and playing an integral role in the success and long-term vitality of the communities they serve.

The Metro District Manager is responsible for the overall management and operation of assigned Metropolitan Districts, in accordance with established policies and procedures that ensure the mission of the Districts is achieved. The District Manager must have a thorough knowledge of management practices, District administration, and vendor management. The District Manager must possess effective leadership and critical thinking skills, provide supportive leadership, and actively support Community values, vision and philosophies, while demonstrating a style of leadership that allows residents’ needs to be met with a high level of satisfaction and customer service. This position works with the District Boards of Directors, District Officers, Advance HOA Management corporate office, and on-site administrative and maintenance staff. The District Manager may have homeowner associations included in their portfolio.

The ideal candidate has experience working with metropolitan districts, special districts, local government, HOA/community management, or a closely related field and understands the unique responsibilities associated with managing public entities.

Essential Duties & Responsibilities

Board & District Administration

· Serve as the primary management liaison to assigned Boards of Directors.

· Prepare for and attend regular, special, and annual Board meetings.

· Coordinate meeting agendas, Board packets, reports, and supporting documentation.

· Track Board directives and ensure timely completion of action items.

· Coordinate with district legal counsel, accountants, engineers, financial advisors, and other professional consultants.

· Assist Boards in implementing policies, procedures, resolutions, and long-term district objectives.

· Maintain organized district records and documentation in accordance with applicable requirements.

Financial & Budget Management

· Assist with budget planning.

· Work collaboratively with accountants, auditors, financial advisors, and other financial professionals.

Operations & Infrastructure

· Oversee the maintenance and operation of district-owned property, facilities, landscaping, parks, open space, roads, utilities, and other public infrastructure, as applicable.

· Coordinate maintenance, repairs, inspections, and capital improvement projects.

· Obtain and evaluate vendor proposals and assist Boards with contractor selection.

· Monitor vendor performance, contracts, service levels, and project timelines.

· Coordinate with engineers, contractors, municipalities, and other agencies regarding district projects and infrastructure.

Compliance & Governance

· Work closely with district legal counsel to support compliance with applicable Colorado laws and regulations.

· Assist with annual administrative and regulatory requirements.

· Coordinate required notices, filings, elections, public meetings, and other district obligations with appropriate professional consultants.

· Maintain familiarity with Colorado special district requirements and applicable governmental processes.

· Support transparency, accurate recordkeeping, and effective Board governance.

Resident & Stakeholder Relations

· Respond professionally and promptly to resident, property owner, developer, and stakeholder questions and concerns.

· Communicate district projects, service updates, maintenance activities, and Board decisions.

· Assist in resolving service-related concerns and escalating issues when appropriate.

· Develop positive working relationships with Board members, residents, municipalities, vendors, developers, and professional partners.

Qualifications

Required

· Bachelor’s degree in Business Administration, Public Administration, Finance, Real Estate, Community Management, or a related field preferred; equivalent relevant experience will be considered.

· Experience in metropolitan district, special district, local government, HOA/community association, property management, or related operations.

· Strong financial and budget management skills.

· Experience working with Boards of Directors, governing bodies, or executive leadership.

· Strong vendor and contract management experience.

· Excellent written and verbal communication skills.

· Strong organizational skills with the ability to manage multiple districts, projects, deadlines, and priorities simultaneously.

· Proficiency with Microsoft Office, including Outlook, Word, and Excel.

· Ability to attend evening Board meetings as required.

· Valid driver’s license and ability to travel throughout the Denver metropolitan area.

Preferred

· Experience managing metropolitan or special districts.

· Knowledge of special district governance, budgeting, public meetings, elections, and regulatory requirements.

· Experience coordinating with district attorneys, accountants, engineers, financial advisors, and municipal agencies.

· Experience overseeing public infrastructure, maintenance operations, and capital improvement projects.

· Experience managing multiple districts or communities simultaneously.

· Ability to communicate effectively with Board members, residents, consultants, and contractors.

· High degree of professionalism, discretion, accountability, and integrity.

· Ability to work independently while collaborating effectively with internal and external teams.
