Title: Temporary Case Manager/Shelter Staff through December 2026

Salary: $33.65/hour non-exempt

Shift: 7:00AM-6:00PM Thursday through Saturday and every other Wednesday

Reports To: Shelter Program Manager

Summary:

The temporary Case Manager / Shelter Staff member will provide participant-centered support to individuals experiencing housing instability in a Non-Congregate Shelter setting. This role is responsible for managing a caseload, providing housing-focused case management, supporting shelter operations, and assisting participants in achieving sustainable housing outcomes.

A key component of this position includes maintaining a safe, clean, and well-organized shelter environment, including routine housekeeping, room checks, and preparation of units for incoming participants.

Essential Duties and Responsibilities:

Administrative and Documentation:

Process paperwork, forms, and documentation as required by Greater Good NW and Washington County Department of Housing Services (DHS) program requirements.
Maintain timely and effective communication with the Shelter Program Manager to ensure seamless program operations.
Attend supervision, staff meetings, and other required internal or community/professional meetings.
Participate in compliance, quality assurance, and quality improvement activities as directed.
Adhere to all applicable federal, state, and local privacy, confidentiality, and data security regulations, as well as Greater Good NW policies and contractual obligations.
Ensure all required documentation is completed within established DHS timelines, including referral follow-up and service tracking requirements.

Participant Support and Advocacy:

Provide participant-centered, housing-focused case management services to individuals experiencing homelessness or housing instability. (Meeting with participants on caseload at least once a week.)
Assist participants with access to basic needs, including hygiene kits, clothing, food, and essential supplies.
Follow DHS and Greater Good NW engagement protocols for assigned caseload, including documentation of participant progress, needs, and barriers.
Support participants in developing and achieving individualized housing plans and goals.
Assist participants with accessing and completing housing applications, identification documents, and mainstream benefits (e.g., SNAP, OHP).
Provide crisis intervention, stabilization support, and conflict resolution as needed.
Advocate for participants by addressing barriers and connecting them to appropriate community-based services and supports.
Support housing navigation coordination, including collaboration with external providers when applicable.

Resource Procurement:

Identify, coordinate, and secure resources that support participant housing stability and well-being.
Develop and maintain partnerships with community organizations, vendors, and service providers to increase access to essential resources.
Facilitate access to donated or discounted goods and services, including food, hygiene products, clothing, furnishings, and other basic needs.
Support equitable distribution of resources in alignment with participant needs and program guidelines.

Collaboration and Communication:

Maintain effective communication with all relevant staff, including the Housing Liaison Team, to ensure coordinated case management services.
Collaborate with internal staff and external partners to support integrated service delivery for participants.
Participate in case conferencing, coordination meetings, and multidisciplinary service planning as required.
Maintain professional communication with DHS partners, housing providers, and community agencies.

Additional Duties: Housekeeping, Safety, and Shelter Maintenance

Support the overall cleanliness, safety, and organization of the shelter environment.
Perform routine cleaning tasks including sanitizing common areas, restrooms, kitchens, and offices as needed.
Monitor and restock supplies such as hygiene products, cleaning materials, and bedding.
Conduct regular room checks to ensure participant safety, cleanliness, and compliance with shelter guidelines, documenting and reporting any concerns promptly.
Clean and prepare vacant rooms for new participants, ensuring each space meets shelter standards for health, safety, and readiness.
Ensure that health and safety standards are upheld in compliance with shelter policies and public health requirements.
Encourage and support participants in maintaining shared spaces respectfully and collaboratively.
Perform other program-related duties as assigned by the Shelter Program Manager to support shelter operations, participant stability, and compliance with DHS Scope of Work requirements.

Skills:

Strong ability to provide housing-focused, participant-centered case management in a low-barrier shelter setting
Knowledge of Housing First, Harm Reduction, Trauma-Informed Care, and motivational interviewing practices
Strong crisis intervention, de-escalation, and conflict resolution skills in high-stress environments
Ability to build trust and maintain consistent, respectful professional relationships with diverse participants
Strong organizational skills with the ability to manage an assigned caseload and prioritize competing needs
Ability to accurately complete case notes, service documentation, and referral paperwork in a timely manner
Strong communication skills, both verbal and written, with ability to communicate clearly with participants, staff, and community partners
Ability to work effectively as part of a multidisciplinary team in a structured shelter environment
Strong boundary-setting skills and ability to maintain professional conduct in complex behavioral health and housing crisis situations
Ability to problem-solve creatively to reduce barriers to housing and support participant stabilization
Understanding of community resources, housing systems, and coordinated entry processes (e.g., Community Connect)
Ability to work in environments where participants may be experiencing trauma, mental health challenges, or substance use
Basic computer literacy for documentation, email, and program systems

Qualifications:

Minimum of one (1) year of case management experience in a nonprofit or social services setting
Strong understanding of systemic barriers impacting underserved communities
Demonstrated commitment to social justice, equity, and Housing First principles
Experience with trauma-informed care, harm reduction, and motivational interviewing preferred
Strong organizational, documentation, and problem-solving skills
Ability to work effectively with diverse populations in high-stress environments
Strong written and verbal communication skills
Ability to maintain professional boundaries in a shelter setting
Lived experience is strongly encouraged and valued

Pay: $33.65 per hour
