Full Job Description

Job Summary

Under general supervision performs a variety of accounting duties requiring a good knowledge of generally accepted accounting principles and practices; utilizes independent judgement in processing transactions that are unique as well as routine; assists in the preparation of financial or statistical reports; may review work of and/or provide work direction to subordinate staff accountants.

Education and Experience

Bachelor’s degree in accounting, Finance, or a related field and four (4) years of relevant accounting experience; equivalent combination of education and experience may be considered.

Essential Knowledge, Abilities and Skills,

· Knowledge of advanced accounting principles and practices, including State of Ohio requirements, Generally Accepted Accounting Principles (GAAP), and applicable federal, state, and local laws, regulations, policies, and procedures.

· Ability to maintain, analyze, and reconcile moderately complex accounting and financial records; identify errors and implement appropriate corrective actions.

· Knowledge of payroll administration, labor laws, tax regulations, and payroll compliance requirements.

· Proficiency with Enterprise Resource Planning (ERP) systems, payroll software, Microsoft Excel, and other Microsoft Office applications.

· Ability to prepare and maintain accurate financial records and perform mathematical calculations with speed and accuracy.

· Knowledge of modern office practices, procedures, equipment, and specialized software applications relevant to the assigned area.

· Strong numerical, analytical, organizational, and multitasking skills.

· Ability to communicate effectively, both orally and in writing, with employees, supervisors, and the public.

· Ability to handle confidential information with discretion and professionalism.

· Ability to work independently with minimal supervision and provide guidance and direction to subordinate staff.

· Ability to establish, maintain, and foster positive working relationships with individuals encountered in the course of work.

Essential Functions of the Position

45%

· Prepares checks, purchase orders, enters invoices, vouchers, contracts, notices, reports and a variety of other correspondence and materials.

· Answers the telephone and provides information to vendors, other departmental personnel, and the general public.

· Refers calls to the appropriate parties.

· Interacts with vendors in resolving purchasing-related problems.

· Reconciles daily/monthly revenue deposits

· Processes general billing invoice for miscellaneous services and construction work performed

· Collection call for past due billing

· Reconciles monthly bank statements to the general ledger

· Maintains records of contract payments, retainage, labor and materials used on various construction projects and distributes costs to project accounts.

· Makes calculations to determine fees, and final costs of projects,

· Responsible for the payroll process including:

o Coordinate with HR regarding employee status changes, deductions, and wage adjustments.

o Prepare and process payroll using electronic timekeeping and payroll software, ensuring accurate and timely reporting of hours worked, leave balances, and overtime.

o Ensure timely and accurate issuance of employee paychecks.

o Manage payroll tax activities, including compliance with local, state, and federal regulations and filing required tax returns.

o Administer payroll-related deductions and withholdings, including garnishments, OPERS, and 457 retirement plans.

o Maintain and update payroll records and documentation.

o Respond to employee inquiries related to timekeeping, payroll, and compensation issues.

· Performs a wide variety of moderately complex accounting tasks including the maintenance of ledgers, journals, registers and other accounting-related records and the balancing and reconciliation of financial statements.

· Performs research across multiple data sources, exercising professional judgment and analytical discretion to identify issues and resolve accounting-related discrepancies.

· Reviews and analyzes financial records and transactions to ensure accuracy, proper accounting treatment, and compliance with established policies, procedures, and internal control standards.

· Compiles information and prepares financial and statistical reports,

· May provide work direction to subordinate staff accountants.

· Attend seminars and meetings to stay current with required practices.

· Performs related duties as required.

Job Location

Work is primarily performed in an office setting; may require occasional travel for the purpose of training and meetings.

Physical Requirements

The physical requirements of this position include sitting, standing, reading, talking, as in a general office setting. However, the employee must also be able to lift or move files/supplies weighing up to 10 pounds.
