Position Overview
MCG is seeking an experienced and collaborative Special Education and Multi-Tiered System of Supports (MTSS) Consultant to partner with school districts in strengthening systems, improving instructional practices, and achieving better outcomes for students.
The consultant will provide professional learning, coaching, technical assistance, program evaluation, and implementation support related to special education and MTSS. The ideal candidate combines deep subject-matter expertise with practical district or school leadership experience and can translate research, regulations, and best practices into sustainable systems that work in real educational settings.
This consulting position includes both virtual and onsite work with school districts. Candidates must be willing and available to provide onsite services in districts throughout New Jersey and Pennsylvania, with possible travel to other states upon request.
Job Description and Responsibilities
- Special Education Consulting
- Conduct comprehensive reviews of special education programs, procedures, services, and student records.
- Review IEPs for quality, compliance, alignment, and educational benefit.
- Support districts in strengthening referral, evaluation, eligibility, IEP development, progress monitoring, annual review, and reevaluation practices.
- Evaluate the alignment among present levels of academic achievement and functional performance, student needs, measurable annual goals, services, accommodations, and progress-monitoring practices.
- Provide guidance related to IDEA, Section 504, applicable state regulations, procedural safeguards, and district responsibilities.
- Support districts in examining identification practices, placement patterns, disproportionality, least restrictive environment, out-of-district placements, and inclusive programming.
- Assist with improving special education procedures, guidance documents, forms, tools, and internal accountability systems.
- Deliver professional learning and coaching for administrators, child study teams, special education teachers, related-service providers, general education teachers, and paraprofessionals.
- Develop clear, evidence-based findings and recommendations for district leaders and boards of education.
- MTSS Consulting
- Support districts in designing, implementing, and sustaining comprehensive academic, behavioral, attendance, and social-emotional MTSS frameworks.
- Help district and school teams clarify Tier 1, Tier 2, and Tier 3 practices, decision-making processes, and staff responsibilities.
- Facilitate the development of effective data-team and problem-solving structures.
- Support universal screening, diagnostic assessment, progress monitoring, data triangulation, intervention selection, and data-based decision-making.
- Assist districts in developing entrance, movement, and exit criteria for tiered supports.
- Strengthen the connection among core instruction, intervention, special education, multilingual learner services, and other student-support systems.
- Coach administrators and school-based teams in using data to identify system-level needs and improve student outcomes.
- Help districts select, evaluate, and implement evidence-based interventions.
- Develop MTSS handbooks, protocols, tools, meeting structures, implementation plans, and sustainability measures.
- Consulting and Project Responsibilities
- Facilitate engaging, practical, and customized professional learning for educators and school leaders.
- Build trusting relationships with district administrators, school leaders, educators, and multidisciplinary teams.
- Collaborate with MCG leadership and other consultants to plan and deliver high-quality client services.
- Review district data, policies, procedures, instructional materials, and other relevant documentation.
- Conduct interviews, focus groups, classroom observations, and program reviews, as appropriate.
- Prepare high-quality presentations, reports, recommendations, action plans, and client-facing materials.
- Manage assigned projects, timelines, deliverables, and communication in accordance with MCG expectations.
- Participate in project planning meetings, internal collaboration, and quality assurance processes.
- Maintain confidentiality and demonstrate professionalism in all interactions.

Required Qualifications
- Master’s degree in special education, educational leadership, curriculum and instruction, school psychology, or a related field.
- Valid or previously held professional certification in special education, educational leadership, school psychology, or another relevant area.
- Minimum of five years of successful experience in special education, MTSS, student services, or educational leadership.
- Strong knowledge of special education law, IEP development, evaluation procedures, inclusive practices, and compliance requirements.
- Demonstrated experience developing or implementing MTSS, intervention, data-team, or problem-solving systems.
- Experience facilitating professional learning and coaching adult learners.
- Ability to analyze quantitative and qualitative data and translate findings into practical recommendations.
- Excellent written, verbal, presentation, organizational, and interpersonal skills.
- Ability to work independently while collaborating effectively with a consulting team.
- Willingness and availability to travel regularly to school districts throughout New Jersey and Pennsylvania.
- Willingness to travel to districts in other states upon request based on project and client needs.
- Reliable transportation and the ability to attend onsite engagements during school and district operating hours.
Preferred Qualifications
- Doctoral degree or advanced leadership credentials.
- Experience as a special education director, central-office administrator, principal, supervisor, child study team member, or MTSS coordinator.
- Experience conducting special education audits, needs assessments, program evaluations, or compliance reviews.
- Knowledge of literacy, mathematics, behavior, mental health, attendance, multilingual learner programming, or instructional coaching.
- Experience supporting systemic change across multiple schools or an entire district.
- Familiarity with implementation science, improvement planning, and organizational change.
- Experience developing professional learning materials, technical reports, or board-level presentations.

Position Structure and Travel Expectations
- Consultant or independent-contractor position.
- Project-based assignments determined by expertise, availability, geography, and client needs.
- Combination of onsite and virtual consulting.
- This is not a fully remote position. Consultants must be willing and available to work onsite in school districts throughout New Jersey and Pennsylvania.
- Additional travel to other states may be required upon request.
- Daytime availability during school and district operating hours is required for many assignments.
- Reliable transportation is required for regional onsite engagements.
- Compensation is based on the scope and type of assigned work.
