KDHE is comprised of three divisions: Public Health, Environment, and Health Care Finance (which includes the State’s Medicaid program, KanCare). The Complaint Coordinator serves as a key staff member within the KDHE Bureau of Facilities and Licensing (BFL) responsible for the intake, evaluation, prioritization, and documentation of complaints involving Medicare and Medicaid-certified healthcare providers and suppliers, and state-licensed providers and suppliers. This position ensures strict adherence to the procedures outlined in the Centers for Medicare & Medicaid Services (CMS) State Operations Manual (SOM) Chapter 5 Complaints. Compliant Intake, Regulatory Coordination, and Case Management: • Receive, review, document, and coordinate complaints, Facility Reported Incidents (FRIs), self-reported incidents, and other regulatory referrals.
- Gather additional information from complainants, providers, and other sources to ensure sufficient information is available for regulatory review.
- Evaluate complaints using Bureau policies and procedures, the CMS State Operations Manual (SOM), and applicable federal and state requirements to determine jurisdiction and prepare complaint cases for supervisory review and prioritization.
- Identify allegations regarding immediate supervisory notification or escalation.
- Coordinate complaint routing, assignment, and tracking through all stages of the regulatory process.
- Monitor complaint status, required timeframes, and case progression to ensure timely processing.
- Maintain accurate complaint documentation and electronic case records.
- Communicate with complainants, providers, CMS, KDADS, accrediting organizations, and other agencies regarding complaint processing, as appropriate.
- Prepare correspondence, reports, and other documentation related to complaint intake and case management.
- Maintain confidentiality of sensitive information in accordance with federal and state requirements.
Job Responsibilities may include but are not limited to the following:
Administrative Support, Qualify Improvement, and Program Support: • Assist with quality assessment activities related to complaint intake and case documentation
- Maintain complaint statistics, workload reports, and program tracking information.
- Participate in developing and updating complaint intake procedures, forms, and guidance documents.
- Participate in training and process improvement initiatives.
- Provide administrative support for Bureau complaint operations and special projects.
Qualifications

Education:
- High School, GED and education, training, or experience that provides a working knowledge of healthcare terminology, healthcare operations, and medical documentation necessary to perform the essential functions of the position.

Licensing & Certification:

Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State

Minimum Qualifications:
-
Two years of experience working in a healthcare setting involving patient care, healthcare administration, medical records, quality compliance, regulatory services, complaint resolution, or healthcare operations.

Education may be substituted for experience as determined relevant by the agency.
