Position Summary & Responsibilities

Responsible for internal accounting of all Federal/State Cooperative Funding Agreements (CFA) between the agency and the National Guard Bureau (NGB). Maintains a file of O&M Federal/State Agreements and post modifications or changes to update balances, verify that expenditures and obligations meet policies established by NGB. Maintain agreement accounting ledgers by state & federal fiscal years. Designs accounting spreadsheets and reports to be used to report status of expenditures, contracts, utilities, obligations and reimbursements for each agreement. Analyze reports to ensure expenditure & obligations are expended correctly, detect discrepancies and potential problems and recommend changes. Employees must establish expenditure projections for each agreement. The Status of Funds Report for each agreement must be completed & sent to each program manager within 10 days after the end of the month. Documents are prepared to comply with appropriate state & federal regulations & laws. These reports also must be reconciled with federal records as currently expended and outstanding obligations to date. Employees must continuously redesign computerized accounting reports to accommodate new reporting requirements.

Controls state fiscal records for the Army/Air National Guard. Process and maintain files by agreement of all bills authorized for payment pursuant to the Federal/State CFA. Bills included are utilities, repairs, supplies, rentals, leases, physical exams, training costs, etc.

May maintain cost & consumption records of utilities (electricity, natural & propane gas, water, trash hauling, and sewage) for each site covered by the Federal/State CFAs. Prepare and distribute utility projections for each agreement program manager. Summarize & compile reports for budget input, statistical analysis & as requested by the US Property & Fiscal Officer.

At the close of the state and federal years, compile a list of all obligations that must legally be paid out of the current state or federal year funds, but which cannot be paid before the applicable fiscal year closes. Prepare an encumbrance document for outstanding obligations by program, object code, EEIC code, and dollar amount for each.

Performs other related responsibilities to meet the organizational needs of the office as directed by the Comptroller or Adjutant General.

Qualifications

Education: High School Diploma or GED
Formal education or training in accounting or business.

Licensing & Certification: Valid Security Clearance

Special knowledge, skills, and abilities:

Working knowledge of Microsoft software package including Access, Excel and Word.

Experience-Length of years and kind:

Job knowledge at entry level in professional accounting Job knowledge at entry level in professional accounting

Minimum Qualifications:

Two (2) years of experience in professional accounting/auding work. Education may be substituted for experience as determined relevant by the agency.
Ability to establish and maintain effective working relationships with co-workers and representatives

Preferred Qualifications:

Experience in using the State of Kansas accounting system (SMART).
Ability to evaluate the soundness of financial practices and ability to detect/reconcile discrepancies in financial records.
Good organizational work habits.
