GENERAL DESCRIPTION:
This position is responsible for inspection work in securing compliance with the Connecticut building and related codes and ordinances covering building construction, alteration, and repair. Work involves responsibility for making routine and special inspections of buildings to ensure the safety of occupants. The employee investigates for compliance with structural safety regulations and requirements. Works under the direct supervision of the Building Official. Performs other duties as assigned.
EXAMPLES OF DUTIES & RESPONSIBILITIES:
· Inspects buildings in the process of construction, alteration, or repair for compliance with building code requirements.
· Inspects for adequacy of foundations, framing of superstructures, and conformity of the entire structures with approved plans.
· Inspects alterations and additions to existing buildings to ensure conformity with approved plans and city and state regulations.
· Inspects old and potentially dangerous structures which may be deemed unsafe/ hazardous.
· Investigates reported building violations.
· Data entry/ processing, permit filing, and performing plan reviews.
· Prepares reports and recommendations to a superior governing conditions and action recommended concerning buildings under construction and violations of building regulations.
· Issues verbal and written orders for the correction of defects in materials and workmanship; may supervise other inspectors.
· Assists in investigating or independently investigates building accidents.
· When necessary, work with the Fire Marshal, Zoning/ Wetlands, and Torrington Area Health District.
· Performs related duties as assigned by supervisor.
KNOWLEDGE, SKILLS & ABILITIES:
· Thorough knowledge of city and state ordinances and laws relative to building construction and maintenance.
· Thorough knowledge of the materials, methods, and techniques used in building construction.
· Ability to read and interpret building construction plans, specifications, and to recognize deviations from such plans in the construction process.
· Considerable knowledge regarding Connecticut ordinances and building codes and have the ability to communicate them to the public and/or other officials.
· Ability to enforce regulations firmly, tactfully, and impartially.
· Ability to express oneself clearly and concisely, orally and in writing.
· Ability to establish and maintain effective working relationships with contractors, property owners, and the public.
· Must have a good working knowledge of residential and commercial construction and repair, including electrical, mechanical, plumbing, energy efficiency, and accessibility.
MINIMUM QUALIFICATIONS:
· Not less than three (3) years of experience in construction, construction design, or supervision and graduation from a standard high school or vocational school, or an equivalent combination of education and experience.
· Possession of a Connecticut driver’s license.
· Certification as a Connecticut Building Official or Assistant Building Official and the ability to maintain the certification through continuing education throughout the duration of employment.

· While performing the duties of this job, the employee is regularly required to sit, stand, walk, handle small items with fingers, reach with hands and arms, talk and hear, drive an automobile, and ability to define colors.
· The employee is required to climb stairs or balance, stoop, kneel, crouch, or crawl.
· Ability to lift and/or move up to 50 pounds.
· Ability to sit at a desk using a personal computer or stand at an assigned location and work continuously for extended periods of time utilizing various office, computer, and inspection equipment.
· Traversing difficult, rocky, steep, and swampy terrain in various weather conditions.
· Ability to walk, climb a ladder, crawl in an attic or crawl space or other similar spaces and possess enough agility to negotiate a construction site to make proper inspections.
· Drive an automobile and operate office equipment, including a personal computer, smartphone, telephone, etc.
· Operates related field equipment (i.e. camera, tape measure, shovel, soil auger, etc.).
