Full Job Description

Duties Description Provide professional administrative and staff support to executives, program managers and staff, boards, or commissions by managing budgeting, human resources, and business services for an organization or program, conducting special studies and research projects, and managing office and support activities.

Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.

Transfer:
For 52.6 transfer to an Administrative Specialist 2, salary grade (SG)-23, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Additional Comments Preferred Qualifications/Knowledge, skills, and abilities:

Substantial experience in managing personnel and hiring functions in a public service setting.

Excellent customer service orientation.
Ability to continually update written procedures and train staff.
Experience in managing multiple priorities and meeting competing deadlines.
Ability to foster effective working relationships and partnerships; Effectively solve and manage conflict.
Possession of effective communication skills verbally and in writing with all levels of employees and management.
Direct supervisory experience; Committed to holding staff accountable.
Possession of strong organizational skills to complete tasks and responsibilities thoroughly, timely, and accurately.
Talent for analyzing data in text and charts to draw reasonable conclusions and/or identify trends.
Experience in public speaking and/or facilitating conversations in a group setting.
Ability to learn and adapt to different technologies.
Willingness to support and contribute to an inclusive and collaborative environment.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
