Full Job Description

The Director of Government & External Affairs – Venezuela is responsible for managing the company’s government, diplomatic, political, regulatory, and strategic relationships in Venezuela.

The position serves as a senior representative of the company and acts as a key liaison between the company, U.S. government representatives, the U.S. Embassy, Venezuelan government authorities, regulators, and other strategic stakeholders.

In addition to managing government and diplomatic relations, the Director plays a critical role in securing new oil and gas exploration and production opportunities, negotiating additional resource concessions, and expanding the company’s portfolio of exploration and production rights in Venezuela.

Key Responsibilities

* Develop and maintain strong relationships with the U.S. Embassy, U.S. government representatives, Venezuelan government officials, ministries, regulators, and other strategic stakeholders.

* Serve as a senior company representative in government and diplomatic affairs.

* Establish and maintain communication channels with appropriate U.S. diplomatic and government representatives regarding matters affecting the company’s operations and interests.

* Monitor Venezuela’s political, regulatory, economic, and energy environment and identify opportunities and risks affecting the company.

* Identify and pursue new oil and gas exploration and production opportunities.

* Lead government-relations efforts to secure additional oil and gas concessions, exploration rights, production rights, licenses, permits, and other government authorizations.

* Develop and execute strategies for expanding the company’s portfolio of natural-resource assets in Venezuela.

* Establish relationships with relevant Venezuelan ministries, energy authorities, regulatory agencies, and government officials responsible for granting exploration and production rights.

* Participate in and lead negotiations with government authorities regarding new concessions, operating agreements, licenses, permits, and resource-development opportunities.

* Evaluate potential government opportunities and provide senior management with recommendations regarding strategic investments and new projects.

* Coordinate with legal, compliance, finance, engineering, operations, and executive teams throughout the concession acquisition and development process.

* Monitor changes in Venezuelan energy laws, regulations, licensing policies, government programs, and investment policies.

* Support the company’s efforts to obtain and maintain all necessary governmental approvals for exploration, extraction, production, transportation, and related operations.

* Develop and maintain relationships with local communities, business leaders, industry associations, and other stakeholders relevant to the company’s operations.

* Represent the company in high-level meetings, negotiations, industry events, and government forums.

U.S. Government & Diplomatic Relations

* Maintain professional relationships with appropriate personnel at the U.S. Embassy and relevant U.S. government agencies.

* Facilitate communication between the company and U.S. diplomatic representatives regarding significant political, regulatory, security, and operational issues.

* Monitor U.S. foreign policy, sanctions, and regulatory developments that may affect the company’s Venezuelan operations.

* Coordinate with appropriate government and diplomatic channels when significant political, security, or operational issues arise.

* Protect and advance the company’s legitimate business interests while ensuring compliance with applicable U.S. and international laws.

Resource Concession & Business Development

A major responsibility of the position is to expand the company’s access to natural-resource opportunities in Venezuela.

The Director will:

* Identify potential oil and gas blocks, fields, concessions, and other natural-resource opportunities.

* Build relationships with government decision-makers and regulatory authorities responsible for awarding resource rights.

* Lead or support negotiations for new exploration and production concessions.

* Develop strategies for obtaining additional licenses, permits, operating agreements, and production rights.

* Evaluate the political, regulatory, commercial, and geopolitical risks associated with potential new concessions.

* Coordinate due diligence and internal evaluation of potential resource-development opportunities.

* Work closely with senior executives to determine which concessions and projects align with the company’s long-term investment strategy.

* Assist in negotiating terms that protect the company’s commercial interests while maintaining strong government relationships.

* Support the transition of newly acquired concessions from government negotiations into operational development.

Political Risk & Security

* Monitor political instability, civil unrest, government policy changes, sanctions, and other geopolitical developments.

* Assess potential impacts on company personnel, assets, investments, and operations.

* Maintain appropriate communication channels with government and diplomatic contacts during significant political or security events.

* Coordinate with corporate security teams regarding employee safety and business continuity.

* Develop contingency strategies for political and operational disruptions.

Qualifications

* Bachelor’s degree in International Relations, Political Science, Business, Law, Public Policy, Energy, or a related field.

* 8–15+ years of experience in government affairs, international business, energy, oil and gas, political risk, public affairs, or related fields.

* Significant experience working in Venezuela or Latin America.

* Strong understanding of Venezuela’s political, regulatory, and energy sectors.

* Demonstrated experience in government negotiations, resource concessions, licensing, or energy-sector business development.

* Experience working with senior government officials, regulatory authorities, diplomatic representatives, or international organizations.

* Strong executive-level communication and negotiation skills.

* Fluency in English and Spanish strongly preferred.

* Ability to operate effectively in politically sensitive and complex international environments.

* Strong knowledge of international compliance, anti-corruption requirements, and applicable U.S. sanctions regulations.

Reports to: Vice President of Government Affairs / Chief External Affairs Officer / Regional President

Location: Caracas, Venezuela

Travel: Frequent domestic and international travel may be required.

Pay: $101,839.93 - $500,000.00 per year
