Job Description

Role Summary

The Senior Advisor – Critical Minerals & Mine Compliance position supports the Department of War’s (DoW) industrial base investment authorities, to include the Defense Production Act (DPA) and Industrial Base Analysis & Sustainment (IBAS) programs, in the management and execution of strategic industrial base investments designed to mitigate U.S. critical mineral and supply chain vulnerabilities affecting national security. The Senior Advisor serves as a trusted advisor to DoW leadership on industrial base risks, project execution, acquisition planning, environmental permitting, and National Environmental Policy Act (NEPA) compliance considerations associated with proposed Government investment projects, with particular focus on mining projects within the US. The position provides technical and strategic guidance to government acquisition teams and industry partners throughout project development, solicitation, proposal evaluation, and execution. The successful candidate will apply expertise in Federal permitting, environmental review processes, acquisition support, and industrial project development to help accelerate investment project execution in the critical mineral mining and processing, critical supply chains, and related manufacturing sectors. The role also requires strong project management, stakeholder engagement, and technical writing capabilities to support senior DoW leadership decision-making.

Role Responsibilities

Portfolio & Program Advisory

Advise DoW leadership on industrial base risks and capability gaps in the critical minerals and related supply chain sectors
Support the management and execution of a portfolio of DoW investment projects
Provide project management oversight and strategic advisory support throughout project lifecycles
Draft memorandums, reports, briefing materials, and other official government documentation required to process and execute investment projects
Ensure alignment of investment portfolio activities with DoW strategic objectives and applicable Federal requirements
Serve as a primary point-of-contact with industry stakeholders, project sponsors, and interagency partners

Mining Project Due Diligence & NEPA Advisory

Advise government and industry stakeholders on Federal environmental permitting requirements associated with proposed DoW investment projects, specifically relating to mining projects for critical minerals and materials
Provide guidance on National Environmental Policy Act (NEPA) applicability, compliance strategies, and risk mitigation approaches for moving projects forward
Support identification and evaluation of applicable Categorical Exclusions (CATEX)
Advise on the planning, phasing, and execution of Environmental Assessments (EAs) and related environmental review activities to support accelerated project execution timelines
Review project documentation, schedules, and technical materials to ensure alignment with NEPA processes and environmental compliance requirements
Coordinate with acquisition, legal, technical, and environmental stakeholders to identify permitting risks and recommend mitigation strategies
Review proposed mining projects for overall project feasibility and viability to support a domestic resilience in critical minerals and materials

Acquisition Advisory

Advise DoW leadership on acquisition strategies that address critical capability gaps in the critical supply chain and critical materials sectors
Support the DoW acquisition teams in drafting Requests for Information (RFIs), solicitations, and acquisition documentation
Ensure acquisition strategies and industry responses align with applicable Federal policies, regulations, and laws, including NEPA requirements
Advise acquisition personnel and industry respondents on Statement of Work (SOW), Project Execution Plan (PEP), and proposal document development
Provide recommendations to improve acquisition timelines and reduce execution risk through early environmental and permitting integration

Technical & Stakeholder Support

Develop and deliver professional-grade briefings, reports, and decision-support materials for senior DoW leaders
Facilitate collaboration among government personnel, technical experts, and industry partners
Recruit, coordinate, and support subject matter experts participating in project evaluations
Conduct technical writing, editing, and quality assurance reviews
Support meetings, conferences, and industry site visits as required

Required Qualifications

Able to pass a National Agency Check (NAC) and be fingerprinted in order to obtain the appropriate clearance level
U.S. Citizenship required
Bachelor’s degree
Minimum 5 years of professional experience in one or more of the following areas:

1. Federal environmental permitting related to mining operations

2. National Environmental Policy Act (NEPA) compliance

3. Industrial project development

4. Mine project due diligence review and de-risking

5. Critical minerals mining, beneficiation, processing, metallurgy, recycling, reprocessing, and/or recovery

6. Federal acquisition or program management

Experience supporting Federal Government programs, environmental review processes, or infrastructure/industrial development projects
Familiarity with Environmental Assessments (EAs), Categorical Exclusions (CATEX), and Federal permitting processes
Ability to independently analyze complex issues and present findings, conclusions, and recommendations to senior Federal Government leadership
Strong written and verbal communication skills
Ability to work independently and collaboratively in a team environment
Proficiency in Microsoft Office products, especially PowerPoint, Excel, and Word

Desired Qualifications

Experience in de-risking mining projects
Experience in overseeing environmental permitting and compliance within the US mining industry
Experience supporting Department of Defense/War, Department of Energy, or other Federal industrial base programs
Experience advising on Federal acquisition strategies, RFIs, solicitations, or proposal development
Familiarity with Defense Production Act Title III, Industrial Base Analysis & Sustainment (IBAS) programs or industrial base expansion initiatives
Experience drafting Federal Government briefings, memorandums, reports, and information papers
Knowledge of mining, mineral processing, advanced materials, or manufacturing sectors
PMP, environmental planning, or related professional certifications
Strong technical writing and editing skills
Advanced problem-solving and stakeholder management capabilities
