Full Job Description

St. Xavier Community Services is seeking experienced Quality Assurance professionals to join our growing OASAS-licensed Opioid Treatment Program (OTP). We are hiring for multiple levels, including Quality Assurance Manager, Quality Assurance Supervisor, and Quality Assurance Specialist.

These positions are responsible for ensuring compliance with 42 CFR Part 8, 42 CFR Part 2, OASAS Part 822, DEA, HIPAA, Medicaid, and all applicable federal and New York State regulations governing Opioid Treatment Programs. Successful candidates will play a key role in maintaining regulatory compliance, improving quality of care, preparing for audits, and supporting continuous quality improvement initiatives.

Responsibilities

Conduct clinical and administrative chart audits to ensure compliance with OASAS, SAMHSA, DEA, Medicaid, HIPAA, and agency standards.
Review intake documentation, psychosocial assessments, LOCADTRs, treatment plans, progress notes, medication orders, toxicology results, nursing documentation, physician documentation, discharge records, and take-home determinations.
Monitor documentation quality, timeliness, accuracy, and regulatory compliance.
Develop, implement, and monitor Quality Assurance and Performance Improvement (QAPI) initiatives.
Track deficiencies, develop corrective action plans, and monitor follow-up activities.
Prepare the program for OASAS, SAMHSA, DEA, Medicaid, OMIG, and other regulatory audits and inspections.
Analyze quality indicators, utilization data, incident reports, grievances, medication variances, and performance metrics.
Assist with the development, review, and revision of policies and procedures.
Educate and train staff on documentation standards, compliance requirements, and quality improvement initiatives.
Collaborate with executive leadership, medical providers, nursing staff, counselors, and administrative personnel to promote compliance and improve service delivery.
Prepare monthly, quarterly, and annual Quality Assurance reports.
Participate in Quality Improvement Committee meetings and accreditation readiness activities.

Qualifications

Bachelor's degree required; Master's degree in Healthcare Administration, Public Health, Nursing, Social Work, Psychology, or a related field preferred.
Experience in Quality Assurance, Compliance, Clinical Auditing, or Performance Improvement within behavioral health, substance use treatment, healthcare, or an OASAS-certified program.
Strong knowledge of:
OASAS Part 822 Regulations
42 CFR Part 8
42 CFR Part 2
HIPAA
Medicaid documentation requirements
DEA regulations
SAMHSA Opioid Treatment Program requirements
Strong organizational, analytical, communication, and problem-solving skills.
Proficiency with Electronic Health Records (EHR) and Microsoft Office.

Preferred Qualifications

Previous experience working in an Opioid Treatment Program (OTP) or Medication for Opioid Use Disorder (MOUD) setting.
CASAC, CASAC-T, LMSW, LCSW, LMHC, RN, or other behavioral health credential preferred.
Experience leading regulatory surveys, quality improvement projects, or compliance initiatives.

Position Levels

Quality Assurance Manager

Minimum 5 years of Quality Assurance or Compliance experience, including leadership or management responsibilities.
Oversees the QA program, regulatory readiness, performance improvement initiatives, and supervises QA staff.

Quality Assurance Supervisor

Minimum 3 years of Quality Assurance or Compliance experience.
Supervises day-to-day QA activities, conducts audits, mentors staff, and monitors corrective action plans.

Quality Assurance Specialist

Minimum 1–2 years of Quality Assurance, Compliance, Medical Records, or Clinical Documentation experience.
Performs routine audits, documentation reviews, data tracking, and supports compliance activities under the direction of QA leadership.

Pay: $26.00 - $39.00 per hour
