Hourly Pay Range: $47.311049 - $63.869899

JOB DETAILS AND QUALIFICATIONS

Clackamas County's Housing & Community Development Division (HCDD) is seeking an experienced, collaborative, and strategic leader to serve as our Strategic Initiatives & Policy Supervisor (classified as a Quality and Data Supervisor).

This leadership position oversees a multidisciplinary team responsible for advancing high-impact strategic initiatives that shape the County's work in housing, homelessness, and housing stability. The successful candidate will provide leadership in policy development, strategic planning, data-informed decision making, community engagement, public communications, and cross-functional project management while fostering strong partnerships with internal departments, elected officials, community organizations, regional partners, and advisory bodies.

The ideal candidate is a collaborative and strategic leader who enjoys building partnerships, leading high-performing teams, and managing complex initiatives that make a meaningful impact on the community. They bring experience in policy development, strategic planning, project management, and public engagement, along with the ability to communicate effectively with diverse audiences, navigate competing priorities, and develop practical, data-informed solutions. This individual is an approachable supervisor who fosters collaboration, supports staff development, and is committed to advancing the Housing & Community Development Division's mission through innovation, accountability, and exceptional public service.

HCDD works to strengthen neighborhoods, expand affordable housing opportunities, and provide housing and homeless services throughout Clackamas County, making this position instrumental in advancing the County's strategic priorities.

Required Minimum Qualifications/ Transferrable Skills:*

A minimum of five (5) years of related experience in housing that would provide the required knowledge and skills to perform the responsibilities of this position.
- A minimum of two (2) years of the experience must include lead, supervisory, or program management experience.
Demonstrated commitment to equity, diversity, and inclusion and experience advancing equitable outcomes in the workplace or community.
Strong written and verbal communication skills, including the ability to present complex information clearly to diverse audiences.
Experience analyzing complex issues, evaluating alternatives, and developing practical recommendations.
Experience leading strategic initiatives, managing competing priorities, and coordinating work across multiple stakeholders.
Experience establishing and maintaining collaborative relationships with community partners, government agencies, advisory bodies, and County staff.

Preferred Special Qualifications/ Transferrable Skills:*

Experience supervising or managing employees in a union-represented environment.
Experience working in local government, housing, homelessness, community development, public administration, or a related field.
Experience in community engagement, partnership development, and facilitation with diverse stakeholder groups.

Must pass a criminal history check, which may include a national or state fingerprint records check
Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license and possess and maintain an acceptable driving record throughout the course of employment.

TYPICAL TASKS

Lead division-wide strategic initiatives and complex cross-functional projects supporting housing, homelessness, and housing stability priorities.
Manage large-scale strategic planning efforts, annual work plans, policy initiatives, and implementation of new programs and operational improvements.
Direct policy research and analysis while preparing recommendations, briefings, and decision-making materials for leadership.
Develop and maintain collaborative relationships with County departments, community organizations, service providers, governmental partners, and the public.
Foster partnerships and coordinate intergovernmental efforts with local, regional, state, and federal agencies to advance shared housing initiatives.
Lead strategic public communications and coordinate messaging related to division priorities, initiatives, and policy positions.
Oversee development of reports, Board materials, presentations, funder communications, and other written and verbal communications for diverse audiences.
Provide strategic oversight of advisory committees and community engagement efforts to ensure meaningful public participation and alignment with division goals.
Represent the Housing & Community Development Division on committees, advisory bodies, workgroups, and regional partnerships related to housing and homelessness initiatives.
Supervise and support professional staff by establishing priorities, promoting collaboration, fostering professional development, and ensuring successful program delivery.

WORK SCHEDULE

This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off).

Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

This position is eligible for hybrid on-site/telework and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

The Housing and Community Development Division (HCD), within the Department of Human Services, manages programs to provide decent housing and economic opportunities, community improvement, and affordable housing projects and housing rehabilitation loan programs for low and moderate-income residents of the County. HCD comprises the Housing Authority of Clackamas County (HACC) and the Community Development Division.
