Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training:
- Equivalent to a Bachelor’s degree from an accredited college or university with major course work in engineering, architecture, or a related field.
Experience:
- Three years of increasingly responsible engineering experience, preferably with a public agency or two years as an Assistant Engineer with the City of Simi Valley.
License or Certificate:
- Possession of, or ability to obtain, an appropriate, valid driver’s license.

The ideal candidate will:
- Manage complex water infrastructure projects from design through construction, ensuring compliance with all applicable codes, standards, and regulations.

Apply advanced civil engineering principles to prepare, review, and refine plans, specifications, cost estimates, and technical calculations.

Exercise sound engineering judgment when evaluating alternatives, resolving field issues, and making recommendations that support project goals.

Mentor technical staff by assigning work, reviewing performance, and providing training and guidance.

Interpret and apply waterworks codes and standards including municipal regulations, construction requirements, and environmental guidelines.

Conduct field inspections to verify construction quality, resolve discrepancies, and ensure adherence to approved plans.

Prepare clear technical reports, staff recommendations, and documentation for internal and external stakeholders.

Coordinate with contractors, consultants, and agencies to review proposals, monitor work activities, and maintain project alignment.

Analyze engineering problems, identify solutions, and communicate impacts and recommendations effectively.

Review and evaluate engineering and architectural plans including calculations, material specifications, and geotechnical reports.

Utilize engineering software tools for design, modeling, drafting, and data analysis.

Communicate clearly and professionally with the public, developers, contractors, and City staff.

Work independently while managing multiple priorities and meeting established deadlines.
