Job Summary

The Mojave Desert Air Quality Management District is currently recruiting to fill the position of Air Quality Planner I. Under technical supervision, the Air Quality Planner I performs assigned District, State and Federal regulatory programs within the Planning and Rulemaking section. The Air Quality Planner I prepares written correspondence, reports, rules, and plans. This position has familiarity with state and federal air quality regulations, and has knowledge of District compliance policies.

The District, headquartered in Victorville, provides air quality compliance, engineering, and monitoring for the Mojave Desert Air Basin.

Examples of Duties for this position:

Must be able to perform all of the essential job functions satisfactorily. Promulgation of specific pollutant attainment plans, including historical and future emission inventory preparation, airshed modeling, attainment demonstrations and control measures. Review of and input to development, transportation planning and conformity elements and related issues, including local, state and federal transportation planning processes and emissions budgets; preparation of related recommendations, correspondence, and documentation. Review of project CEQA and NEPA environmental documentation for compliance with air quality requirements and preparation of related correspondence and documentation. Preparation of District project CEQA and NEPA documents (notices of exemption, initial studies, negative declarations, and environmental impact reports). Rescission of existing, promulgation of new, and modification of existing rules, including preparation of staff reports and Governing Board adoption packages. Collation, processing and interpretation of air monitoring data, including for public consumption. Monitors and evaluates legislation and government actions relating to air quality planning; develops resultant recommendations for District policies, regulations and programs. Requesting, reviewing, processing, and collating criteria and air toxics emissions inventories. Assists the state in maintaining area and mobile source emission inventories, with a focus on District-specific data and methodologies. Processing and responding to project (such as Certificate of Occupancy) and property review requests. Responds to inquiries from and represents the District with government, industry and the public related to air quality planning issues. Operation of standard office equipment including a personal computer and basic office software (PC, spreadsheet, presentation and database applications). Use of standard business arithmetic, including percentages and decimals. Organizes own work, sets priorities, and meets critical deadlines. Participate in peer networks groups such as CAPCOA Planning Managers and related sub-groups, regional coordination and transportation meetings and planning commission meetings. General knowledge of planning rules and regulatory programs from other air districts. Understand and work within the scope of authority. Establish and maintain effective working relationships with those contacted in the course of the work. Compose correspondence independently or from brief instruction. Successfully interface with difficult or negative personalities and situations. Prepare technical plans and reports. Use of tact, discretion, initiative and independent judgment within established guidelines. Correct English Usage, including spelling, grammar, punctuation and vocabulary. Prepare technical plans and reports. Research, compile, and summarize data, including the statistical analysis of data sets. Provides temporary relief as required. Performs related duties as assigned.

Pay: $7,889.00 - $9,612.00 per month
