HOUSING AUTHORITY OF THE CITY OF VINELAND
OCCUPANCY SPECIALIST

PUBLIC HOUSING / SECTION 8 LEASED HOUSING PROGRAM
Job Description

DEFINITION:
Under supervision at direction or independently, interviews assisted housing program applicants and participants for initial application and certification, interim re-evaluation and annual recertification evaluation in the manner prescribed by the PHA and HUD; determine the status of the tenant applicant/participant per regulations and act in accordance with established policy and procedures to enroll/recertify the tenant into the applicable program including verifying income, computing eligibility, rent and advising tenant/applicant on the many and varied aspects of the assisted housing programs.

May be required to travel throughout the City of Vineland and elsewhere to various properties owned/managed by the Authority.

EXAMPLES OF WORK (Public Housing & Section 8):
As assigned, meets with public, issues program materials and application forms, schedules appointments for interviews, conducts tenant interviews for new applicants for all assisted housing programs; completes interim re-evaluations and annual recertification and audit certifications; records information collected, photocopies/scans documents, prepares letters and requests and receives third party verifications.

Maintains tenant files in the manner prescribed by office policy, prepares worksheets, tabulations, forms, certifies accuracy of the work and contents of files, reports eligibility/ineligibility of tenants; prepares leases, contracts and forms related thereto; prepares certificates and attestations by tenants and others; evaluates data; records statistics, maintains monthly reports, records data; and uses telephone to gather information.

Writes and files memos, participates in investigative matters on direction, keeps records on contract number, dates of activity, applicable bedroom size for family, community of residency and other similar data relating to occupancy and in accordance with PHA and HUD procedures, which may vary from time to time. May perform
Housing Quality Standards inspections throughout the community. Enters data into computer database.
Performs a list of specific tasks assigned to each employee.

SECTION 8 - Additional Examples of Work if necessary:
Under supervision coordinates and conducts initial, annual, follow-up and special move-out inspections for all prospective and current Section 8 program participants and completes documents such as HQS inspection forms. Works in conjunction with staff, program participants, and landlords to ensure that Section 8 rules and regulations regarding inspections and quality of living standards are met according to HUD requirements.

May perform Housing Quality Standards or any other type of housing inspections as per HUD requirement throughout the community

1. Conducts all annual HQS inspections/various types of inspections as outlined in job tasking.
2. Record and inform owner (landlord) of results of inspection accordingly.
3. Conducts move-out inspections.

4. Develop/acquires knowledge of rules and regulations of all aspects of HQS.
5. Develops monthly reports, as required.
6. Develops administrative files and filing system by month.
7. Ability to acquire Housing Inspection Certification.

REQUIREMENTS:

1. High School or Vocational/Technical School Diploma or possession of an approved high school equivalency certificate.

2. Ability to acquire HCV and Public Housing Specialist.

3. Considerable knowledge of the rules and regulations concerning the eligibility of applicants for public housing/Section 8 and their application to specific cases; of the techniques used in interviewing, and of investigational techniques.

4. Ability to comprehend established rules and regulations of a limited complexity; to interview persons of varying backgrounds; to use tact and courtesy during investigations; to observe significant conditions; to prepare suitable reports, and to maintain suitable records and files.

5. Ability to read, write, speak and understand English sufficiently to perform the duties of the position and to communicate effectively both orally and in writing, using correct spelling and punctuation. Also the ability to read, write, speak and understand Spanish sufficiently to perform the duties of the position and to communicate effectively both orally and in writing, using correct spelling and punctuation is preferred.

6. Knowledge of the equipment used, methods and practices and of occupational hazards, if any, and safety precautions of the work being performed.

7. Ability to understand, remember and carry out oral and written instructions, to learn quickly from oral and written explanations and from demonstrations, to take needed safety precautions in performing the work, and to take care of equipment, materials, and supplies.

8. Ability to perform clerical tasks and data entry machine tasks, including the operation of a personal computer, ability to operate a computer driven printer, ability to operate an electronic calculator, ability to use telephone, photocopy machine, scanner and similar machines found in the modern business office

9. Knowledge of standard office computer programs – Microsoft Office, Windows and knowledge to utilize programs in performance of duties.

10. Willingness to attend periodic professional training seminars at the expense of the Authority.

11. Willingness to act as a temporary “fill-in” employee for various positions, including performance of functions not listed herein, during the temporary absence of employees. Willingness to cover various positions on an as-needed basis as needed and as requested. This may include coverage at the Receptionist Desk to greet walk-in customers and/or to answer the telephone.

12. Knowledge of generally accepted office practices.

13. Possesses and maintains a valid New Jersey driver’s license and be willing to drive throughout the Vineland area daily in the performance of assigned duties.

14. Conducts tenant/applicant interview, as needed.

15. Ability to read and interpret new Rules and Regulation regarding Tenant/Participant Occupancy and write draft of amendments to occupancy policy and implement same, as directed.

16. Persons with mental or physical disabilities are eligible as long as they can perform the essential functions of the job after reasonable accommodation is made to their known limitations.
