Full Job Description

The Director of Port Facility Security is responsible for the development, implementation, management, and continuous improvement of the Port Facility Security Plan (PFSP) in compliance with the International Ship and Port Facility Security (ISPS) Code, U.S. Coast Guard regulations, and applicable local and international maritime security requirements. The role ensures the security of port facilities, personnel, vessels, cargo, visitors, and critical infrastructure while maintaining operational efficiency and regulatory compliance.

Security Management & Compliance

Serve as the designated Port Facility Security Officer (PFSO).

Develop, maintain, and administer the Port Facility Security Plan (PFSP).

Ensure compliance with ISPS Code, Maritime Transportation Security Act (MTSA), U.S. Coast Guard regulations, and other applicable security requirements.

Conduct regular security assessments, audits, inspections, and gap analyses.

Coordinate security plan reviews and updates following operational or regulatory changes.

Security Operations

Direct 24/7 port security operations and incident response.

Oversee Security Operations Center (SOC), CCTV monitoring, access control, and alarm management.

Ensure appropriate staffing levels and deployment of security personnel.

Develop post orders, patrol schedules, and operational security procedures.

Conduct routine inspections of all restricted and secure areas.

Risk Assessment & Incident Management

Identify, assess, and mitigate physical and operational security risks.

Lead investigations involving security breaches, suspicious activities, theft, vandalism, or other incidents.

Develop and implement corrective and preventive actions.

Coordinate emergency response and crisis management activities.

Access Control & Facility Protection

Oversee access control systems, credentialing programs, CCTV monitoring, perimeter security, and vessel access procedures.

Ensure proper screening and monitoring of personnel, contractors, visitors, and cargo.

Establish procedures for handling elevated security levels and special security events.

Business Continuity & Emergency Management

Develop and maintain the Port Emergency Response Plan.

Coordinate hurricane preparedness, evacuation planning, and recovery operations.

Lead Incident Command during emergencies.

Coordinate tabletop exercises and full-scale emergency drills.

Training & Awareness

Develop and deliver security training programs for employees, contractors, and stakeholders.

Conduct drills, exercises, and security awareness campaigns.

Ensure compliance with required security training and certification standards.

Stakeholder Coordination

Act as the primary liaison with U.S. Coast Guard, Customs and Border Protection, local law enforcement agencies, emergency management organizations, port tenants, and vessel operators.

Coordinate security measures during vessel arrivals, special events, and heightened threat conditions.

Operational Coordination

Coordinate daily with Operations, Marine, Facilities, Guest Services, Transportation, and Maintenance.

Ensure security measures support operational efficiency while maintaining regulatory compliance.

Participate in daily operational meetings and vessel planning sessions.

Documentation Responsibilities

Maintain all security records required by the ISPS Code.

Ensure document control and revision management of the PFSP.

Maintain training, drill, audit, and inspection records.

Prepare annual security performance reports.

Leadership & Administration

Manage security personnel, supervisors, and contracted security providers.

Develop departmental budgets and manage security-related expenditures.

Evaluate security technologies and recommend improvements.

Prepare reports and presentations for executive leadership and regulatory agencies.

Decision-Making Authority:

Suspend operations for security threats.

Increase security levels in coordination with regulatory authorities.

Restrict access to the facility.

Deploy emergency resources.

Recommend capital investments in security infrastructure.

Initiate investigations and corrective actions.

Required Qualifications:

Bachelor's degree in Criminal Justice, Homeland Security, Maritime Studies, Business Administration, or related field preferred.

Certified Port Facility Security Officer (PFSO).

Minimum 5–10 years of security management experience, preferably in maritime, port, transportation, or critical infrastructure environments.

Thorough knowledge of ISPS Code, MTSA regulations, U.S. Coast Guard security requirements, and emergency response and incident command systems.

Experience managing security teams and contracted security services.

Knowledge, Skills & Abilities:

Strong leadership and personnel management skills.

Excellent communication and stakeholder engagement abilities.

Risk assessment and threat analysis expertise.

Crisis management and decision-making capabilities.

Proficiency with security technologies, access control systems, and surveillance platforms.
