Role
The Senior Programmer designs, develops, modifies, tests, and implements computer applications and system enhancements, working from specifications and in coordination with end users and other developers. This is a senior-level role: incumbents are expected to provide technical leadership and oversight on development efforts, including review of work performed by less senior programmers, in addition to hands-on coding, testing, and troubleshooting.
Responsibilities

Design, develop, and modify web-based and/or client-server applications and system enhancements based on written specifications

Write, test, and debug code; document test conditions, create test data, and analyze results

Analyze production and program problems and recommend/implement solutions

Work directly with end users and stakeholders to define and refine requirements

Integrate COTS products into existing systems and maintain associated databases

Provide technical oversight and code review for junior programmers/developers; mentor less senior staff

Support modernization or migration efforts (e.g., legacy platform to current framework, legacy reporting to current BI tooling) as assigned

Maintain documentation of work plans, project organization, and system/process models
Minimum Qualifications

Education: BA / BS from an accredited institution.

Experience: 8 years
-
Demonstrated experience providing technical leadership or oversight on a development effort (e.g., leading a project, mentoring or reviewing the work of junior programmers/developers).

Working proficiency with a relational database management system (RDBMS) and SQL, and experience across the full systems development life cycle: requirements analysis, design, coding, testing, debugging, and implementation.

Experience integrating commercial off-the-shelf (COTS) software into existing application architectures.

Authorization to work in the U.S. indefinitely

Ability to obtain and maintain a Public Trust clearance (i.e. must be US Citizen or Permanent Resident who has resided in US for past three years consecutively)
Preferred Qualifications

Prior experience supporting the Department of Veterans Affairs (VA) or similar federal agencies

Prior experience in healthcare environments

Hands-on experience with .NET Core, ASP.NET Core, legacy ASP.NET Web Forms, and .NET Framework 4.8, using C#

Experience with SQL Server (2022 or recent versions), T-SQL, Entity Framework, and/or Dapper

Experience with SSRS-to-Power BI reporting migration or similar BI/reporting modernization work

Experience with Azure DevOps for source control, work tracking, and CI/CD

Advanced Microsoft technical certifications (e.g., Azure or .NET-focused certifications)

Experience remediating vulnerabilities or supporting Authorization to Operate (ATO) / Risk Management Framework (RMF) activities on federal systems

Familiarity with VHA data systems (e.g., CDW, VistA, VSSC) is a plus for placements supporting VHA program offices
