Full Job Description

Overview

IvoryCloud is seeking an experienced IT Cybersecurity Specialist to support the Defense Contract Management Agency's (DCMA) Program, a Department of War (DoW). This position is responsible for architecting and implementing ServiceNow-specific security controls, maintaining the System Security Plan (SSP) and Risk Management Framework (RMF) artifacts, and supporting the program's Authority to Operate (ATO) as the platform evolves. The ideal candidate brings hands-on cybersecurity architecture and engineering experience on DoD or Federal enterprise systems, familiarity with ServiceNow security configuration, and disciplined attention to the data segregation and Zero Trust requirements of a CUI-protected environment. This position is based on-site at the DCMA facility in Fort Lee, Virginia.

Requirements

U.S. Citizenship: Required, non-negotiable. (This differs from eligibility to work in the U.S.)
Clearance: Favorably adjudicated (or actively in-progress) Tier 3 background investigation required for access to Controlled Unclassified Information (CUI); interim or final security clearance granted by the Department of War (DoW) required prior to start of performance. Current ADP/IT II clearance in the Defense Information System for Security (DISS) required.
Minimum Years Experience: Minimum of five (5) years of practical cybersecurity experience, including hands-on architecture and engineering of access-control and data-protection capabilities.
Location: Fort Lee, Virginia – on-site at the DCMA facility. Personnel assigned to this location will initially perform work remotely until Government office space is allocated; the Government will provide 30 days’ notice prior to the start of on-site work.
Demonstrated expertise applying federal security directives, including NIST SP 800-53 controls and NIST SP 800-161 (Supply Chain Risk Management), and navigating the DoD/DoW Risk Management Framework (RMF) to achieve an Authority to Operate (ATO).
Demonstrated experience securing ServiceNow instances in a FedRAMP High and DoD IL4/IL5 environment, including configuring ServiceNow Access Control Lists (ACLs), Client Scripts, and Data Policies.
Experience integrating DoW Enterprise Identity, Credential, and Access Management (E-ICAM) and CAC authentication into platform security architecture.
Experience utilizing ServiceNow Governance, Risk, and Compliance (GRC) / Integrated Risk Management (IRM) or Security Operations (SecOps) modules highly preferred.
Ability to architect Role-Based Access Controls (RBAC), Access Control Lists (ACLs), Data Policies, and Edge Encryption aligned with the DoD Zero Trust Strategy.

Education

Bachelor's degree in Cybersecurity, Computer Science, Computer Engineering, or a related technical discipline.
Equivalent professional experience may be considered in lieu of a formal degree on a case-by-case basis.

Certifications

Required and preferred certifications include:
Active qualification aligned to DoDM 8140.03 Department Cyber Workforce Framework (DCWF) Work Roles and Proficiency Levels for Security Architecture and Engineering (e.g., Security Architect – DCWF 651) — required.
CISSP, CASP+, or an equivalent DoD-approved certification — preferred.

Job Description

Architect and implement ServiceNow-specific security controls — including Role-Based Access Controls (RBAC), Access Control Lists (ACLs), Data Policies, and Edge Encryption — aligned with the DoD Zero Trust Strategy.
Enforce strict data segregation between IL4 (Public) and IL5 (CAC-Authenticated) environments and create and maintain a detailed schema and RBAC matrix outlining all roles, groups, ACLs, and data segregation rules.
Coordinate with the Government office's IT Program Manager and Authorizing Official (AO) to ensure required cybersecurity protocols are maintained and followed in accordance with local policy.
Develop and continuously update a comprehensive System Security Plan (SSP) and all required Risk Management Framework (RMF) artifacts, mapping ServiceNow platform configurations to NIST SP 800-53 and NIST SP 800-171/172 controls for the protection of Controlled Unclassified Information (CUI), and to achieve and maintain the system's Authority to Operate (ATO).
Actively track, manage, and update the Plan of Action and Milestones (POA&M), preferably within ServiceNow GRC/IRM, to document, report, and remediate identified vulnerabilities within Government-provided suspense dates.
Conduct continuous monitoring and provide ongoing Security Assessment Reports (SARs) documenting vulnerability scans, penetration test reviews, and compliance checks prior to code promotion, ensuring the ATO remains valid throughout the system's lifecycle.
Maintain qualifications and certifications required under DoDM 8140.03 Department Cyber Workforce Framework (DCWF) Work Roles and Proficiency Levels and provide documentation upon Government request.

Preferred Qualifications

Direct experience supporting DCMA, or related programs.
Experience securing ServiceNow SPM/ITSM and Agile Development 2.0 modules within a DoD or Federal enterprise.
Technical familiarity with DoD cloud infrastructure (AWS GovCloud or Microsoft Azure Government) at Impact Level 4 (IL-4) or higher and DevSecOps pipelines.
Experience with ServiceNow Governance, Risk, and Compliance (GRC) / Integrated Risk Management (IRM) or Security Operations (SecOps) modules.
Familiarity with ServiceNow Out-of-the-Box (OOB) architectural principles.
