Full Job Description

General Definition and Conditions of Work:

This position provides screening, investigation and pretrial supervision for defendants in the 16th Judicial District of Virginia. Work is performed under the supervision of the Pretrial Program Manager, Assistant Director and Executive Director.

Work involves risk to personal safety due to close contact with the offender population in a community corrections setting. The worker may be exposed to blood borne pathogens and may be required to wear specialized personal protective equipment. This is primarily sedentary work requiring the ability to type and operate a computer. Vocal communication and the ability to convey information and or detailed instructions accurately, loudly, and quickly is required. Hearing is required to perceive information at normal spoken word level. Visual acuity is necessary to analyze written or computer data and to observe general surroundings and activities.

Essential Functions/Typical Tasks will include:

Interviews recently arrested individuals and makes recommendations whether or not they should be released on unsecured bond, reduced bond, or held without bond. Recommendations include conditions of release including pretrial supervision.
Prior to the initial bond hearing, preparing and verifying information which will be provided to the Court. Presenting final recommendations to the judge and commonwealth’s attorney at bond hearings.
Providing intensive supervision of defendants placed on OAR pretrial supervision including drug and alcohol testing, treatment referrals, and any other court ordered activity.
Supervising all cases per Evidence Based Practices, supervision guidelines and standards as set forth by the OAR-Jefferson Area Community Corrections Standards of Operation and the standards set forth by the Department of Criminal Justice Services.
Providing written reports and verbal testimony to area courts regarding the status of the defendant, including but not limited to: show cause hearings, bond violation hearings, and successful closures.
Provide assessment, referral and coordination of defendant services with community based agencies and other in house services.
Submit monthly statistical reports and summaries of caseload activity as required by program supervisor.
Maintain offender files and computer database management system with documentation of all contacts and correspondence.
Adapt, modify and change in accordance to “best practices” as they are implemented within OAR-Jefferson Area Community Corrections.
Treat all people with respect and display a professional demeanor that is conducive to motivating the offender to change.
Share responsibility with all staff for the successful operation of this agency.
Represent OAR-Jefferson Area Community Corrections positively in public at all times.
Perform related tasks as required.

Knowledge, Skills and Abilities:

Possess general knowledge of the criminal justice system, probation, pretrial, law enforcement etc. Possess general knowledge of human behavior, social science and rehabilitative techniques and objectives. Possess the ability to establish and maintain positive working relationships with the courts, legal, law enforcement, clients, victims, families and the general public. Possess the ability to establish and maintain positive and collaborative working relationships with coworkers, administrative and management staff. Possess the ability to communicate effectively both orally and in writing. Ability to learn and apply new techniques and skills as trained. Ability to utilize a computer, email, word processing and database management system.

Education and Experience:

Any combination of experience equivalent to graduation from an accredited four-year college or university with major course work in criminal justice, sociology, psychology, counseling or some related field.

Special Requirements:

Possession of a valid driver’s license. Possession of or ability to acquire VCIN/NCIC certification. Possess means of transportation to meet the necessary job requirements. Must meet and maintain the minimum qualifications for the position established by OAR and the Commonwealth of Virginia.
