Full Job Description

Position Summary

The Program Manager (PM) serves as a key personnel lead on the Department of Veterans Affairs (VA) Web-Based Self-Help Courses. This individual is responsible for the end-to-end delivery of web-based self-help mental health programs developed for Veterans, Active-Duty Service Members, caregivers, and their families through the veterantraining.va.gov platform. The PM is the primary point of contact between the contractor organization and the VA Program Team (VPT), ensuring deliverables are completed on schedule, within scope, and in full compliance with all applicable VA policies and standards.

Core Program Management Responsibilities

Project Planning & Execution

Develop, maintain, and present the Program Management Plan (PMP) for each task order, reflecting detailed schedules, milestones, risks, and resource allocations.
Ensure PMP is reviewed and approved by the Contracting Officer's Representative (COR) within 10 business days of contract/task order award.
Manage day-to-day project activities across the full ADDIE instructional design lifecycle: Analysis, Design, Development, Implementation, and Evaluation.

Meetings & Communication

Facilitate formal monthly Strategic Overview Meetings with the VPT, contractor staff, and executive leadership; distribute agendas and supporting documents in advance.
Facilitate formal weekly Production Meetings; distribute agendas, take detailed meeting minutes, and deliver draft minutes to the VPT within 48 hours.
Serve as the primary contractor liaison to the VA Contracting Officer (CO), COR, and Subject Matter Experts (SMEs).

Reporting & Documentation

Submit comprehensive monthly progress reports by the 5th business day of each month, covering deliverable status, barriers, Google Analytics data, meeting minutes, and staff rosters.
Maintain a collaborative workspace (comparable to SharePoint) updated at minimum weekly, with well-organized project files, version control, and archive capabilities.

Quality Assurance & Deliverable Management

Ensure all deliverables undergo a Quality Assurance review prior to submission to VA; address any errors within required timeframes.
Ensure all public-facing deliverables (courseware, flyers, workbooks) are Section 508 certified prior to implementation.

Personnel

Manage contractor staff roster; submit names and required system-access justifications to the COR within 5 business days of contract award.
Ensure all staff requiring VA system access complete mandatory training
Coordinate proposed key personnel replacements with the CO and VPT for approval before any new staff begins work.

Web Design & Digital Development Responsibilities

In addition to program management duties, the Program Manager provides oversight and active direction for all web design and digital development deliverables, ensuring the contractor's output meets VA technical, aesthetic, and accessibility standards.

Platform & Standards Oversight

Oversee development of all courseware in HTML5 Responsive Design format to ensure compatibility across smartphones, tablets, and desktop devices.
Confirm that no proprietary software or materials are used unless freely editable; ensure all source files remain property of the U.S. Government.
Direct integration of search engine optimization (SEO) elements into all VA Production Server files.

User Interface & Experience (UX/UI)

Provide strategic direction on UX/UI design, ensuring intuitive navigation, responsive web design (RWD), and visually engaging layouts for Veteran audiences.
Review and approve Graphical User Interface (GUI) Mock-ups at Alpha, Beta, and Final stages, including mobile, tablet, and desktop views.
Guide design concepts for course landing pages on veterantraining.va.gov, including teaser videos, resource portals, and feedback features

Interactive & Multimedia Content

Manage production of stand-alone videos (up to 10 minutes); coordinate concept approval, scripting, image selection, and on-location logistics as needed.
Ensure Media Libraries are well-organized, clearly labeled, and contain no copyrighted assets; confirm VA has enduring access to all media.
Coordinate courseware deployment through the testing environment, from staging through final publication

Analytics & Continuous Improvement

Establish and maintain analytics tracking and reporting methods to monitor engagement, course completions, return users, average visit duration, and other key metrics.
Pull and present Google Analytics data monthly, providing metrics for all active courses in the monthly progress report.
Use data-driven insights to recommend enhancements to courseware UX, content quality, and user engagement strategies.
Oversee regular and additional maintenance (up to 40 hours per task order) to ensure the highest possible user experience, including corrections, content updates, and platform upgrades.

Minimum Qualifications

Education

Bachelor's degree (B.S./B.A.) in a relevant field such as Instructional Design, Educational Technology, Information Technology, Web Development, Communications, or related discipline.

Experience

A minimum of ten (10) years of experience in program or project management for work similar in size and complexity.
Demonstrated experience managing web-based training, digital content development, or e-learning programs, preferably for federal or healthcare clients.
Proven track record leading cross-functional teams inclusive of instructional designers, web developers, SMEs, and government stakeholders.

Certifications (Required / Strongly Preferred)

FAC P/PM (Federal Acquisition Certification – Program/Project Managers), OR
Project Management Institute Project Management Professional (PMI PMP), OR equivalent project management certification.
Section 508 Trusted Tester certification (DHS) strongly preferred; significantly reduces review cycle times.

Technical Skills

Proficiency with HTML5, Responsive Web Design (RWD) principles, and web content management systems.
Familiarity with Section 508 accessibility standards and testing methodologies.
Experience with collaborative project tools (SharePoint or equivalent), Microsoft Teams, and VA Box Discovery or similar storage platforms.
Working knowledge of Google Analytics or comparable web analytics platforms.
Familiarity with instructional design software and COTS web development tools.
