About Windmill Hill:
Windmill Hill is a community of 179 single family, low lot line homes featuring a gated clubhouse and pool. It is governed by an active Board of Directors, several committees, and an on-site Property Manager.
Role Overview:
Windmill Hill HOA is seeking an experienced Independent Contractor to provide property management services. This is not an employee position; the contractor will operate under a service agreement. The Manager will serve as the primary partner to the Board of Directors, ensuring the community is maintained, vendors are managed effectively, and homeowners receive timely communication and support.
Key Responsibilities:
1. Oversee day-to-day operations
2. Conduct regular property inspections
3. Manage vendor relationships, including bidding, scheduling and oversight
4. Enforce rules and architectural guidelines
5. Respond to homeowner inquiries and concerns
6. Prepare monthly reports for and attend Board meetings
7. Support Annual Meeting preparation
8. Maintain records, contracts, and compliance documentation
9. Provide Board with HOA best practices, state law and governing documents
10. Prepare and file all reports required by local and federal taxing authorities for real property and employees.
11. Provide realtors with necessary paperwork related to transactions and ensure new owners and renters are aware of covenants, rules and regulations.
12. Oversee the HOA’s full-time groundskeeper.
Recommended Qualifications:
1. Prior experience managing residential communities
2. Knowledge of Texas Property Code and governance
3. Conflict resolution skills
4. Business license or LLC preferred
5. Familiarity with Microsoft Office and QuickBooks (Intuit)
6. Turf/water/landscape management experience
Contract Structure:
1. This is an independent contractor role, not an employee position
2. Contractors must provide their own transportation
3. Term will be for 12 months, renewed annually with a 90-day probation period
4. Expected weekly time commitment of at least 30-35 hours – mostly on-site
5. Expected attendance at monthly evening Board meetings
Compensation:
1. Monthly management fee
2. Reimbursable expenses
