About Us

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.

Description of Work

The primary purpose of the Administrative Specialist position is to provide overall administrative support for approval and execution for approximately 120+ contractual financial assistance and purchasing agreements. The position facilitates purchase of services internal and external approval process. Manages purchasing process for service contracts in the E-Procurement system and monitors purchasing agreements to ensure deliverables are submitted and requisitions are closed in E-Procurement. Creates and maintains financial assistance data reports in the NC Enterprise Business Services system (EBSS).

Salary Range: $39,244 - $68,679

Recruitment Range: $39,244 - $54,771

Ability to compile, assimilate and organize both printed and electronic information; ability to apply Considerable knowledge of data collection, storage, organization, manipulation and/or analysis of data.

Ability to demonstrate and apply this knowledge in performance of administrative tasks; ability to explain and interpret information to clients/customers and staff.
Ability to identify and understand issues, problems, and opportunities; use effective approaches for choosing a course of action or developing appropriate solutions.
Ability to present ideas clearly and effectively in written form; ability to adjust language or terminology to meet the needs of the audience; ability to use correct grammar, organization, and structure.

This position is funded in part through federal funds.

This position will close at 11:59 p.m. the night before the end date.

The Division of Child Development and Early Education (DCDEE) implements quality standards for child care and increases access to families and their children across North Carolina. NCGS 110-85 requires that the State protect children in child care facilities by ensuring that these facilities provide a physically safe and healthy environment where the developmental needs of the children are met and where these children are cared for by qualified persons of good moral character.

Veterans’ and National Guard Preference
