Full Job Description

Overview

Overview: The position reports directly to the Executive Manager of the Firm. This position’s main responsibility is to manage the HR and Payroll Administration for the entire organization of approximately 111 employees. The Human Resources Manager creates and heads the Human Resources practices and objectives for the organization. This individual is responsible to provide an employee-oriented; high performance culture that emphasizes empowerment, quality, productivity, and standards; goal attainment, and the recruitment and ongoing development of a superior workforce. The Human Resources Manager is responsible for the development of processes and metrics that support the achievement of the organization's business goals. The Human Resources Manager coordinates the implementation of employee-related services, policies, and programs and assists and advises company managers about Human Resources issues.

Duties

Oversees the Human Resources and Payroll functions for the entire organization, which includes approximately 100-115 employees.
Oversee and manage the administration of all benefits for the organization including; medical, dental, vision, 401(k), life insurance, short-term and long-term disability, workers compensation and employee assistance program plans.
Coordinate open enrollments meetings.
Maintain insurance broker relationships.
Source and shop vendors as needed.
Resolve insurance related issues with vendors and also for employees.
Process applications for new participants.
Submit new hire and on-going enrollment forms to various carriers.
Input data in payroll system to activate employee benefits.
Monitor and implement compensation and benefits programs in compliance with applicable CA State and other government regulations.
Workers Compensation- process claims from the beginning of injury to the resolution of the claim, serve as liaison for Company with insurance carrier, employee and doctors.
Cobra Management-review reports from third party administrator, insure proper notifications are made to participants and reconcile payments to insure compliance.
Unemployment Claims-respond to claims with EDD, attend hearings as needed, review reports from EDD as needed.
Performance Reviews- assist management and supervisors with drafting and conducting their direct reviews.
Coordinates all Human Resources training programs. Provides necessary education and materials to managers and employees including workshops, manuals, employee handbooks, and standardized reports.
Manage Leave of Absence Programs- provide employees leave information prior to leaves, send letters to employees on leave rights and benefits, manage leave of absence calendars, update payroll on LOA status, maintain,
Recordkeeping- maintains all HR and Payroll related records including; timekeeping, employee files, I-9 documents and other government and company required documentation.
Assist with Employee Relations issues. Insurer conflicts are resolved in a timely manner and documented as outlined in the Company policy guidelines.
Payroll Related Duties- Input, verifies, review and update benefits and HR changes and information into Company Payroll System. Approves and Submits payroll on regular payroll processing schedule. Input and process garnishments. Send payroll and tax related payments to appropriate agencies.
Communicate with brokers, vendors, government agencies as needed.
Resolve issues and questions on benefits programs and vendors as needed.
Attend HR related seminars and webinars to keep up on new laws and regulations.
Other related duties as needed.
Must be available to work in person at corporate offices in Fullerton, Ca.
May be required to occasional travel to other offices in Los Angeles, and Northern California

Pay: $85,000.00 - $100,000.00 per year
