A professional property management organization specializing in affordable housing for seniors, persons with disabilities, and low-income individuals and families is seeking an experienced Property Manager to oversee a 100-unit, project-based Section 8 elderly residential community in the Warwick, Rhode Island area.
The Property Manager will be responsible for the overall day-to-day operation of the property, including resident relations, occupancy, rent collection, property operations, staff supervision, financial performance, and compliance with applicable federal, state, and local housing regulations.
Position Summary
The Property Manager is responsible for the successful operation and management of a 100-unit project-based Section 8 elderly housing community. This position requires a strong understanding of HUD-assisted housing programs, property management practices, resident relations, and regulatory compliance.
The Property Manager will oversee on-site personnel and ensure the property operates in a safe, clean, financially responsible, and compliant manner while maintaining strong occupancy and providing quality service to elderly residents.
The position requires regular interaction with residents, employees, vendors, regulatory agencies, and corporate management.
Essential Duties and Responsibilities
Property Operations & Management
- Oversee the daily operations of a 100-unit project-based Section 8 elderly housing community
- Supervise, direct, and evaluate on-site personnel
- Establish and maintain effective daily operating procedures
- Ensure the property is maintained in a safe, clean, attractive, and orderly condition
- Conduct regular inspections of common areas, grounds, vacant units, and occupied units as appropriate
- Coordinate with maintenance personnel to ensure timely completion of work orders, unit turns, preventative maintenance, and emergency repairs
- Coordinate with vendors and contractors and ensure services are completed in accordance with company standards and contractual requirements
- Respond appropriately to resident concerns, complaints, emergencies, and other property-related issues
HUD & Section 8 Compliance
- Maintain compliance with applicable HUD regulations, project-based Section 8 requirements, Fair Housing requirements, and company policies and procedures
- Ensure accurate and timely completion of resident certifications, annual and interim recertifications, income and eligibility documentation, and other required resident files
- Monitor compliance with applicable income, rent, occupancy, and eligibility requirements
- Maintain accurate and complete resident and property records
- Prepare for and participate in HUD, management, physical condition, file, and other regulatory inspections
- Review inspection findings and coordinate corrective actions as necessary
- Maintain current knowledge of changes to HUD and other affordable housing program requirements
- Ensure property operations comply with Fair Housing, reasonable accommodation, and applicable accessibility requirements
Occupancy & Leasing
- Maintain strong occupancy levels and work toward minimizing vacancies and vacancy loss
- Market available units in accordance with applicable Fair Housing requirements and company policies
- Process applications and maintain waiting lists in accordance with program requirements
- Coordinate applicant screening, eligibility determinations, move-ins, move-outs, and unit turnover
- Ensure timely processing of certifications and leasing documentation
- Monitor vacant units and coordinate with maintenance to minimize vacancy turnaround time
Resident Relations
- Maintain professional and respectful relationships with residents while enforcing lease requirements consistently and fairly
- Address resident concerns, complaints, lease violations, and other resident issues in accordance with company policies and applicable law
- Communicate effectively with elderly residents and demonstrate patience, professionalism, and sound judgment
- Coordinate reasonable accommodation requests and other resident needs in accordance with applicable requirements
- Work with residents, service providers, and community partners as appropriate to support successful tenancy
Financial & Administrative Management
- Assist in the development, preparation, and management of the property's annual operating budget
- Monitor property income and expenses and identify variances or areas requiring corrective action
- Monitor rent collection, delinquency, and outstanding resident balances
- Take appropriate action regarding delinquent accounts in accordance with company policy and applicable legal requirements
- Assist in the preparation and submission of rent increase requests and other required financial documentation
- Review invoices and ensure expenses are appropriate, properly documented, and within budget
- Maintain accurate property records and submit required reports to corporate management in a timely manner
Communication & Reporting
- Maintain regular communication with corporate management regarding property operations, occupancy, resident issues, staffing, maintenance, compliance, and financial performance
- Coordinate with accounting, compliance, maintenance, human resources, and legal personnel as necessary
- Prepare and submit required operational, financial, occupancy, and compliance reports
- Escalate significant property, resident, safety, compliance, or financial concerns to corporate management promptly
Minimum Qualifications
- Minimum of two (2) years of professional property management experience required
- Experience managing HUD, Section 8, project-based Section 8, or other federally subsidized housing strongly preferred
- Experience managing an elderly or senior housing community preferred
- Strong understanding of property management principles, resident relations, property administration, financial practices, and budget management
- Working knowledge of federal, state, and local housing regulations and affordable housing programs
- Knowledge of HUD occupancy, certification, recertification, rent, income, and eligibility requirements preferred
- Demonstrated supervisory and leadership skills
- Strong organizational skills and attention to detail
- Excellent written and verbal communication skills
- Ability to manage multiple priorities, meet deadlines, and work independently
- Strong problem-solving and decision-making abilities
- Professional, dependable, and service-oriented approach to resident and employee relations
- Proficiency with Microsoft Office and property management software
- Bachelor's degree in Management, Real Estate, Business Administration, or a related field from an accredited college or university preferred
