Full Job Description

Introduction

This position is located in the Office of Administrative Hearings (OAH). This agency is an administrative court that provides adjudication services for over 40 District of Columbia agencies, boards, and commissions. OAH is a neutral, impartial tribunal charged with harmonizing rules and procedures to improve fairness and efficiency and to ensure that constitutional and statutory due process requirements are met.

This position functions as a Legal Administrative Specialist, responsible for coordinating and facilitating the work of OAH legal staff, ensuring that the work is done based on established standards. Incumbent serves as the primary point of contact for the Administrative Law Judges, Clerk's Office staff, and the public. Implements all directives, policies, and procedures issued by the Clerk of Court and Chief Administrative Law Judge.

Duties and Responsibilities

Assists and supports the caseload and docket management for OAH in its day-to-day caseload operations. Analyzes and evaluates case files against litigation worthiness standards. Interviews private industry individuals, union representatives, employees, and potential witnesses to gather information. Maintains proficiency with any technological case and docket management systems, including hardware and software in use at the time of hiring and other equipment or software acquired later. Assists Administrative Law Judges (ALJ), other OAH staff and enforcement officials, attorneys, respondents and the public in scheduling case hearings and conferences. May serve as one of the public officers responsible for customer service and response to the public. Reviews and analyzes available precedents relevant to cases under consideration for use in presenting case summaries to trial attorneys. Prepares cases for court sessions and schedules them on the court calendar. Assists ALJ in the courtroom when hearings are in progress.

Provides assistance and information to attorneys, agencies, and the public on court procedures, case processing and the status of cases. Enters and maintains case files and dockets utilizing the automated system; and ensures that appropriate documentation is on file. Gathers, sorts, classifies, and interprets data from private enterprise and labor organizations to discover patterns of possible discriminatory activity. Assists in reviewing and analyzing relevant workforce statistics. Performs statistical evaluations such as standard deviations, "t" tests, analyses of variance, means, modes, and range as supporting data for case litigation. Consults with statistical experts on reliability of statistical evaluations; and may be required to testify in court concerning relevant data.

Qualifications & Education

Specialized Experience: Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position in the normal line of progression. The applicant must possess one (1) year of specialized experience equivalent to at least the grade 06 level.

Work Conditions/Environment

Work is generally performed in an office or courtroom setting. The work is sedentary. However, there may be some walking; handling, carrying and occasional lifting and movement of light and heavy objects such as documents, exhibits, records, briefcases, and office furniture or equipment are required.

Collective Bargaining Unit: This position is in the collective Bargaining Unit and represented by AFSCME.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
