Location: Remote, with required monthly on-site meetings in Washington, DC (1100 New York Ave NW, near Metro Center)

Job Type: Full-time

Pay: $85,000 + per year

Clearance: Must be able to obtain and maintain a favorable Public Trust determination

Travel: Monthly, local to Washington, DC

About the Role

EMD Strategies is seeking an experienced Contract Specialist to provide cradle-to-grave acquisition support to a federal development finance agency headquartered in Washington, DC. This is a senior individual-contributor role supporting a small, high-visibility acquisition shop where you will work directly with program offices across the agency.

This role is writing-intensive. The single most important qualification is your demonstrated ability to sit down with a program office that knows what it needs but cannot yet articulate it, and independently produce a clear, compliant, executable requirements document. If you have personally authored Statements of Work, Performance Work Statements, and Statements of Objectives from a blank page — not edited, not refined, not reviewed, but authored — we want to talk to you.

What You'll Do

Draft requirements documents from scratch as the primary author. Develop SOWs, PWSs, and SOOs by eliciting requirements from technical and program staff, translating complex technical concepts into precise, performance-based, legally defensible language.
Provide full cradle-to-grave acquisition support: acquisition planning, market research, IGCE development, solicitation development and issuance, proposal evaluation support, negotiation, award, administration, modifications, and closeout.
Execute commercial acquisitions under FAR Part 12, along with simplified acquisitions and negotiated procurements under Parts 13 and 15.
Prepare supporting acquisition documentation: acquisition plans, market research reports, D&Fs, J&As, sole-source justifications, QASPs, and evaluation criteria.
Serve as a trusted advisor to program offices, guiding customers through the acquisition process and setting realistic expectations on PALT and acquisition strategy.
Administer awards post-award: modifications, option exercises, incremental funding, performance monitoring, invoice review, de-obligations, and closeout.
Maintain complete, audit-ready contract files in PRISM.

Required Qualifications

7+ years of civilian federal contracting experience. Experience must be with civilian agencies; DoD-only experience will not meet the requirement.
Bachelor's degree.
Demonstrated experience authoring SOWs, PWSs, and/or SOOs from scratch as the primary author. You will be asked to describe specific documents you wrote, the requirement they supported, and how you developed them with the program office.
Current, hands-on cradle-to-grave experience spanning both pre-award and post-award. Your recent work must include active pre-award and award-phase execution — not closeout-only or administration-only support.
Experience with FAR Part 12 acquisitions (Acquisition of Commercial Products and Commercial Services).
Working proficiency in PRISM.
Extensive working knowledge of the Federal Acquisition Regulation.
Exceptional written communication skills, with the ability to grasp difficult technical concepts quickly and translate them into written requirements.
Customer-service orientation; ability to work independently and as part of a small team.
Ability to attend on-site meetings in Washington, DC on a monthly basis.

Preferred Qualifications

FAC-C Professional, FAC-C Level II or higher, or DAWIA Level II or higher certification.
NCMA Certified Federal Contracts Manager (CFCM) designation.
Advanced PRISM proficiency.
Experience drafting requirements documents for IT and digital services procurements, and familiarity with the federal IT acquisition process, rules, and regulations.
Experience working directly with federal program offices to generate requirements documents — whether as a Contracting Officer's Representative (COR), Contract Specialist, or federal support contractor.
Experience supporting federal agencies engaged in development finance or international development, such as USAID, DFC, MCC, EXIM, or TDA.
Experience supporting small to medium-sized federal agencies, where contract specialists carry broad portfolios and work with limited layers of support.
FAC-COR certification; DITAP graduate.
