Summary

This position is located at Departmental Offices,Management CFO - DAS Human Resources and CHCO. As a Human Resources Specialist (Employee / Labor Relations), you will serve as technical authority in all aspects of DO's Employee Relations program, including conduct, performance and attendance issues, Office of Inspector General referrals, and administrative inquiries, in order to provide authoritative guidance to DO employees, managers and supervisors on complex ELR issues.

Duties

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

Regularly research legal matters including those beyond the scope of normal ELR issues, to include analysis, interpretation, and application of sources such as federal travel regulations, compensation regulations, purchase card policies and agreements, and the DO Security Manual to support sensitive matters impacting DO employees in the United States and abroad.
Identify and propose solutions to problems that are unique and precedent setting.
Evaluate and make recommendations concerning overall program plans and objectives.
Lead or participate in the development and maintenance of DO policy and other issuances, operating guidance, training materials, marketing strategy, etc. in connection with assigned program areas and or projects.
Oversee DO contract for the Drug-Free Workplace and Employee Assistance Program.
Provide technical advice to General Counsel staff in the defense preparation of appeals, grievances, and discrimination complaints brought against DO.

Must successfully complete a background investigation.
Public Trust - Background Investigation will be required.
All new hires will be required to comply with federal ethics laws. A review of financial or other interests may be conducted to determine if they create any real or apparent conflict of interests with official Treasury duties.
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

GS-14 SPECIALIZED EXPERIENCE:For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position is defined as proven proficiency and supportable (as evidenced in the resume) experience in ALL of the following:

Advising on performance and conduct related employee issues; AND
Researching and applying case law; AND
Drafting Department/Headquarter-wide or bureau/division-wide employee relations or performance management policies and guidance.

GS-13 SPECIALIZED EXPERIENCE:For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position is defined as proven proficiency and supportable (as evidenced in the resume) experience in ALL of the following:

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
