Full Job Description

JOB SUMMARY

Located in the nation’s capital, The Office of the Attorney General (OAG) is the chief legal office of the District of Columbia. The OAG enforces the laws of the District, defends, and provides legal advice to the District’s government agencies and protects the interests of the District’s residents. This position is located in the Fiscal Services Section of the Child Support Services Division.

The Child Support Services Division (CSSD) of the Office of the Attorney General for the District of Columbia is seeking a Program Support Assistant for its Fiscal Services Section. CSSD administers the district’s child support services program that includes locating non-custodial parents, establishing legal paternity, establishing support orders, enforcing legal support obligations including medical support, and modifying support orders. The Division is also responsible for the State Disbursement Unit that processes all child support payment collections and disbursements.

DUTIES AND RESPONSIBILITIES

Receives telephone calls and visitors to the office. Ascertains the nature of the call or the business of visitors and determines appropriate action. In responding to customers, exercises tact and advanced working knowledge of the activities, operations, services, and regulations of OAG and CSSD, as well as knowledge of other District agencies and their responsibilities and services.

Responds to a variety of inquiries not requiring technical knowledge and refers other inquiries to appropriate office staff or other organizations, as appropriate. Handles many requests for information and resolves or assists in resolving a variety of conflicts that may arise.

Receives and screens incoming correspondence and determines appropriate action with assistance regarding complex matters. Determines correspondence that can be acted upon personally and takes necessary action. Refers to the supervisor or to the appropriate staff person correspondence requiring attention by that person. Maintains control records on incoming correspondence and action documents and follows up on work in progress to ensure timely reply or action.

Performs administrative, program, or technical work to support the assigned program and its operations, managers, supervisors, and specialists. Applies broad and extensive clerical and technical administrative procedures, methods, and techniques to support managers, supervisors, and higher-grade specialists. Participates in improving effectiveness in meeting schedules, deadlines, priorities, and production goals.

Prepares, receives reviews, and verifies office documents. Maintains office records, locates, and copies data/information, and compiles data used in the preparation of reports. Keeps a project calendar and informs staff of deadlines, other important dates, and similar administrative support work. Receives requests for information from other offices within the OAG regarding programs under the supervisor’s control.

Composes and receives general correspondence pertaining to administrative matters (e.g., letters, memoranda, reports, etc.). Reviews identified categories of correspondence and documents that are prepared for the signature of the supervisor or higher-level managers for correct format grammar, punctuation, and any other special policy requirements. Coordinates corrective action with the appropriate official or office when errors are identified.

Performs basic quality assurance review activities and document review for data compilation purposes.

Retrieves physical case files for the purpose of back-scanning, file request fulfillment, archiving, or purging. Reviews case file information in the child support case and record management systems to assure the accuracy of the information and overall quality of scanned documents. Provides assistance to other unit members, as needed.

Purges or archives closed case files according to the appropriate records retention and disposition guidelines.

Assists with mailroom operations, including mail sorting, scanning, and distribution. Serves as additional support to the mailroom staff and in related responsibility areas as needed.

Fulfills duties and completes activities including work logs with necessary confidentiality and discretion.

Serves as liaison between the supervisor and departmental employees. Provides timely, accurate, and current information to CSSD staff and other appropriate officials concerning required reporting requirements, project status, current program issues, and related matters. As assigned, coordinates the submission of a variety of reports and data (e.g., progress, status, and fiscal reports) to ensure fulfillment of established program requirements. Reconciles monthly reports in an automated data management system, when necessary.

Utilizes a personal computer using specific programs to type, store, and retrieve information and various other documents.

Provides guidance and recommendations related to procedural and policy requisites, and other necessary matters, to fulfill regulatory reporting requirements for the assigned program. Provides general administrative information to employees to keep them informed of current program issues.

QUALIFICATIONS AND EDUCATION

Applicants must have at least two (2) years of specialized experience equivalent to at least the CS-05 grade level, or its non-District equivalent gained from either the public or private sector.

Work is generally performed in an office setting.

Pay Plan, Series, Grade: CS-301-07

Salary: The starting salary for this position is negotiable up to $51,456 depending on qualifications and availability of funds.

Collective Bargaining Unit (Union): This position is under This position is in the collective bargaining unit represented by AFSCME Local 2401.

Duration of Appointment: Career Service – Regular

POSITION DESIGNATION: This position has been deemed Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.

RESIDENCY PREFERENCE: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
