Duties

Repairs, restores, and conserves rare and delicate books preserving them for future use.
Conducts thorough assessments of materials used in books, identifying factors contributing to deterioration.
Maintains detailed documentation of conservation processes, including before and after photographs, written reports, and treatment records.
Maintains and sharpens hand tools, such as knives and cutting tools.
Communicates with clients and stakeholders to understand their preferences; provide advice on binding options; provide recommendations for handling, storing, and displaying books; and ensuring customer satisfaction.

U.S. Citizenship is Required.
Selectee must pass all preemployment requirements prior to appointment.
Selectee must undergo a background investigations for a background investigation.
Males born after 12/03/59 must be registered for Selective Service.
Selectee may be required to serve a one year probationary period.
Selectees must pass a physical examination prior to appointment.
Strength test may be required.
Physical - Effort: Duties require prolonged standing, walking, stooping, bending, stretching, reaching above the shoulder, and climbing. A moderate amount of hand, wrist, and arm movements is involved.
Physical - Effort: Duties require moderate lifting for objects weighing up to 60 pounds. Incumbent is required to have good eye-hand coordination and proficient vision.
Working Conditions: Duties are performed in a well-lighted, heated and ventilated area.
Working Conditions: The incumbent is exposed to low frequency noise generated by bindery equipment. The work is performed indoors, with no exposure to excessive heat or cold.
Selectee is considered Essential Personnel.
Selectee may be required to work overtime, weekends, and/or holidays.

Qualifications

To qualify for the Bookbinder, you must meet the following requirements:

Applicants must meet the following Screen Out-Element: #1 (Ability to Do the Work of the Position without More Than Normal Supervision) to be considered for this position.
Your qualifications will first be evaluated against the prescribed screen out element. If your knowledge and ability in the SCREEN OUT ELEMENT below is not sufficient, you will not receive further consideration.
In addition to the SCREENOUT, applicants must also have the ability to perform the following:
Repairs, restores, and conserves rare and delicate books
Maintains and sharpens hand tools, such as knives and cutting tools.
Provides recommendations for handling, storing, and displaying to prolong the life of books
Communicates with clients to understand their preferences and ensuring customer satisfaction.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by the closing date of this announcement to be considered.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for suitability. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Depending on the type of background investigation required, the security process may take between 6 weeks to 12 months.
