Full Job Description

Introduction

This position is in the DC Real Property Tax Appeals Commission (RPTAC). The Real Property Tax Appeals Commission ("the Commission") is a quasi-judicial administrative tribunal established under the Real Property Tax Appeals Commission Establishment Act of 2010 (the Act). The Commission is the second-level real property assessment and appeals process. The Commission hears appeals from first level decisions rendered by the Office of Tax and Revenue to determine whether property is assessed at actual value, whether property is properly classified in accordance with the Regulations, and whether property is entitled to an exemption from taxation. The Commission is independent of the Office of Tax and Revenue.

This position is responsible for conducting administrative second level administrative hearings on real estate assessment appeals, homestead, and classification cases submitted to the Commission. The Hearing Examiner is expected to plan, organize, and conduct examination independently with respect to investigating facts, searching precedents, defining the issues, and developing conclusions. Written decisions are issued because of these hearings which are presided over by Full Time Commissioners and Hearing Examiners.

Duties and Responsibilities

Conducts administrative hearings on real property assessments (residential and commercial), homestead, and classification cases, wherein effective listening, cross examination, and argument are vital. Drafts decisions containing findings of facts, which must be supported by evidence in the record, relevant reports, site visits, and conclusions of law. Transmits, in a timely fashion, final decisions for fellow Full Time Commissioners and Hearing Examiners review, staff processing and submission to petitioners in accordance with D.C. Official Code § 47-825.01a. Performs research, as necessary, and collaborates with fellow Commissioners and Hearing Examiners for the development of final decisions. Develops and maintains accurate and timely record-keeping systems or databases.

Qualifications and Education

Specialized Experience: Experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Working Conditions/Environment

The work is performed in the normal office setting or, in cases of public emergencies, may be conducted in a remote or virtual setting. Field visits are necessary to conduct investigations and inspections with periodic requirements for travel by car. It is anticipated that visits may necessitate clothing appropriate for weather conditions and safety precautions must be observed.

Pay Plan, Series and Grade: CS-0930-14

Promotion Potential: No Known Promotion Potential

Duration of Appointment: Career Service - Temporary Not-To-Exceed (NTE) 6 months.

Collective Bargaining Unit: This position is not covered under a collective bargaining unit.

Position Designation: This position has been designated as security-sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
