Cybersecurity Lead, Health & R&D

Clearance: Public Trust

Location: Remote; some ad-hoc travel may be anticipated

Overall Assignment Description:
This role will support the ARPA-H CISO within the Information Technology and Data Innovation office by helping maintain, optimize, and improve ARPA-H's cybersecurity engineering and operations capabilities. The Cybersecurity Lead may support cybersecurity engineering, cybersecurity operations, or a combination of both depending on background and program needs.

Duties:

· Maintain, integrate, and optimize cybersecurity solutions including SIEM, XDR, DLP, GRC, and threat intelligence platforms

· Lead security monitoring, threat detection, incident investigation, containment, eradication, recovery, and after-action activities

· Develop, implement, and tune security content including detection rules, correlation searches, alerts, signatures, playbooks, and automated response workflows

· Implement security policies across endpoints and cybersecurity solutions

· Implement automation and agentic AI solutions to improve cybersecurity operations and governance activities

· Monitor, detect, and respond to cyber threat activity

· Apply adversary tactics, techniques, and procedures, including the MITRE ATT&CK framework

· Provide expert guidance and recommendations to the ARPA-H CISO on optimizing cybersecurity products, policies, procedures, and processes

· Communicate cybersecurity risks, recommendations, and technical information to senior-level leadership

Required Skills and Demonstrated Experience:

· Bachelor's degree

· 8+ years of cybersecurity experience

· Experience implementing, integrating, and optimizing cybersecurity solutions such as SIEM, XDR, DLP, GRC, threat intelligence platforms, or similar tools

· Experience implementing security policies across endpoints and cybersecurity solutions

· Experience supporting cybersecurity engineering, security operations, incident response, threat detection, or defensive cyber operations

· Experience interacting and communicating with senior-level executives, including SES or GS-15

· Experience using Microsoft Office programs including Excel, Word, and PowerPoint

· Ability to translate complex cybersecurity risks, technical findings, and recommendations into clear guidance for technical and non-technical stakeholders

Cyber Engineering-Specific Experience:

· Experience maintaining and improving cybersecurity product stacks, including SIEM, XDR, DLP, GRC, or related tools

· Experience implementing automation or agentic AI solutions to improve cybersecurity operations and governance activities

· Experience developing and tuning security content, including detection rules, correlation searches, alerts, playbooks, and automated response workflows

· Experience providing expert guidance and recommendations on optimizing cybersecurity products for the current threat environment

Cyber Operations-Specific Experience:

· Experience leading security monitoring, incident investigation, containment, eradication, recovery, and after-action activities

· Experience monitoring, detecting, and responding to cyber threat activity

· Experience implementing, maintaining, and optimizing security content, including rules, signatures, alerts, and other detection mechanisms

· Experience using cybersecurity solutions such as SIEM, XDR, DLP, and threat intelligence platforms

· Knowledge of adversary tactics, techniques, and procedures, including the MITRE ATT&CK framework

· Experience providing recommendations on modern cybersecurity policies, procedures, and processes for securing and defending systems

Desired Skills and Demonstrated Experience:

· Prior experience supporting health, research, innovation, or advanced technology agencies and organizations such as ARPA-H, NIH, HHS, DARPA, BARDA, FDA, or similar environments

· Experience supporting cybersecurity operations within a federal civilian agency

· Experience developing and tuning security content, including detection rules, correlation searches, alerts, playbooks, and automated response workflows

· GCIH, GCIA, GCED, or comparable cybersecurity certification

· Ability to operate independently within a fast-paced start-up environment

· Excellent verbal and written communication skills
