Full Job Description

Summary/Objective

The Finance & HR Specialist is responsible for administrative functions related to human resource management, payroll processing, and accounts payable and receivable for the agency. This position serves as the sole recruiter and onboarding lead, managing all aspects of the hiring and new employee experience.

Essential Functions

Financial Management

Enters, maintains, and processes information in the payroll system, including employees’ compensation, time worked, paid leave and holidays, deductions, and other relevant details.
Ensures accurate processing of payroll deductions for taxes, benefits, and other withholdings.
Issues or reissues physical or replacement checks or direct deposits due to payroll errors or final discharge.
Records and processes federal and state payroll tax deposits.
Oversees the maintenance of corporate checking accounts and credit cards.
Receives and verifies credit card reports; reconciles expenses with account balances.
Communicates with employees regarding agency credit card receipt reconciliation.
Facilitates payment of vendors, which may include verifying federal ID numbers, reviewing purchase orders, and resolving discrepancies at the direction of the Executive and/or Finance Director.
Prepares invoices for monthly fleet advertising and other Accounts Receivable items.
Meets regularly with department heads and provides budget vs. actual reports. Brings proposed budget line-item adjustments to the Executive and/or Finance Director for review and approval.
Participates with the Executive Director in the preparation of the annual budget and forecasts; reports significant budget differences to leadership.
Retains and files all financial records under the agency’s file management system.
Maintains all official accounting records in conformance with accepted government accounting principles.
Responsible for the various ledgers including cash disbursements, cash receipts, accounts payable, month-end payroll summary, accounts receivable summary, and journal entries to adjust the general ledger.
Consults with Pacific Transit System’s external accountant and/or the State Auditor’s Office on matters relating to accounting and financial recordkeeping. 
Assists with research and applications for potential state and federal grants based on operational and capital needs. Evaluates feasibility and partners with Executive Director to determine which grant applications align with strategic plan.

Human Resources Management

Serves as the agency’s sole recruiter; manages the full recruitment process from job posting through onboarding.
Posts open positions internally and externally, works with Supervisors, Managers, and Directors to screen and interview candidates, conducts reference and background checks, and extends job offers.
Conducts new-hire orientations and manages all onboarding activities to ensure a smooth and consistent employee experience.
Conducts exit interviews when appropriate.
Plans and oversees the Employee Appreciation program; coordinates with the Community Relations department to organize internal employee events.
Processes paperwork for salary changes, position changes, and other personnel actions.
Assists with administrative updates for personnel policies and procedures; maintains the digital handbook on policies and procedures.
Manages and implements the records retention program and digital records retention for the agency; organizes and safeguards all confidential personnel documents.
Inputs employee data and transactions into electronic and physical human resources information and filing systems.
Conducts annual salary surveys and develops the salary budget in partnership with the Executive and/or Finance Director.
Assists with implementing the annual performance review process; coordinates employee meetings and maintains related records.
Assists with EEO annual filing and maintains other records, reports, and logs to conform with EEO regulations.

Qualifications

Excellent technology skills and financial aptitude and experience.
Must be reliable, extremely trustworthy, and respectful of confidential information.
Knowledge of financial institutions and public sector finance.
Excellent organizational skills and attention to detail.
Proficient in Microsoft Office Suite, QuickBooks, electronic timesheet system, receipt management system, fleet management software, and other agency technologies and software.

Other Requirements

Must maintain an acceptable driving record level throughout employment to be monitored by periodic review of Motor Vehicle driving abstract.
Must be willing to wear Pacific County Transit uniforms and conform with Pacific County Transit’s appearance and grooming standards while performing duties.
Must pass a pre-employment drug screen.
Must be legally eligible to work in the USA and provide proof of eligibility.

Work Environment

Work is typically performed sitting at a computer desk. Workdays and hours are subject to need and availability to ensure operational coverage throughout the work week. However, daily demands of the transit system may require occasional early arrivals, late departures, extended hours, as well as weekend or holiday work.

Physical Demands

Reasonable accommodations may be made to enable individuals with disabilities to perform these essential functions. As necessary, a physical abilities assessment may be conducted to determine the capabilities of the employee.

Prolonged periods sitting at a desk and working on a computer.
Must be able to access and navigate transit facilities and buses.
Must be able to stand for long periods of time, at community events.
Lift up to 20 pounds.

Required Education and Experience

Must be a high school graduate or equivalent
2 years of financial, accounting, bookkeeping, or equivalent experience required.
Some level of higher education or equivalent job-related experience preferred.

Probationary Period

Probationary period applies until 6 months after hire date.
